the board has visited one of Mr. Ruda's sites and he has done research and it appears to be <br /> compatible in other areas. He will go in order of the signup sheet. <br /> Gene Hoffman expressed concern regarding accidents with the semi-trucks they cannot stop <br /> and what if they hit a school bus, children could be killed. He also expressed concern on <br /> pollution and how could that be corrected. He expressed concern on the value of his property <br /> and that it could go down and concern on flies and mosquitos <br /> Mr. Arnold stated that he needs facts to base a denial of a conditional use permit and that is <br /> what he is asking for. Quandt expressed concern on how this issue was being addressed. <br /> Ms. Richardson also expressed concern that on how this was going it is not fair to ask them to <br /> bring evidence. Mr. Arnold noted that Mr. Zitterkopf stated that there needs to be new facts. <br /> Mr. Purdy questioned Mr. Hoffman if another location would be better could he see it being <br /> located somewhere else In Hall County maybe east Highway 30 or Highway 281 or West <br /> Highway 30. <br /> Mr. Hoffman noted that it could be located by Swift that would be a good place. It was noted <br /> that a conditional use permit can end in 30 days. <br /> Lavita Rathman 502 West Lowry Road stated that there are 38 families living in the section and <br /> the majorities do oppose it. She read a letter from the Village of Doniphan requesting that the <br /> County Board deny the request for the conditional use permit. This would be better served in a <br /> commercial area. She also noted an e mail from a lady in Sioux City that stated it does smell. It <br /> was also questioned it a hydrologist had addressed use water usage and if they would have to <br /> buy water. It was noted that there are feed yards to the east and west and there is an odor. <br /> Quandt again expressed concern regarding the process that was being used. <br /> Rex Hoffman expressed concern on the property values. <br /> Doug Stange thanked the board for the consideration of the truck washout. He had operated a <br /> race track for many years. He noted that Mr. Ruda has a good business and he even asked the <br /> neighbors what they would like placed on the property and they indicated they did not want a <br /> lagoon of hog confinement operations. This is a good business and they have not had any <br /> problems with other locations. This property has been for sale for 2 years. <br /> Mr. Ruda noted that there is a current lagoon and feed lots in the area. He stated that either way <br /> he will not hold any hard feelings he is just asking that they give him a fair chance. <br /> Gregg Robb was preset and stated that he has a lagoon and it is legal and permitted. He does <br /> not want get involved but it is a legal business but it just requires an additional permit. He <br /> stated that he hopes that anyone requesting a permit would get a fair chance based on facts <br /> and fairness. <br /> Dave Hoffman 324 East Giltner Road expressed concern regarding truck accidents and this <br /> could add 50 more trucks a day. He noted the discussion regarding a truck by pass that the <br /> board just approved. If there is a place it needs to be by Swift. He also noted that the trucks <br /> wear out the roads faster. He also expressed concern on contamination and liability issues. <br /> 6 <br />
