Richardson stated that this is a good idea the students from Kuester's Lake area use Capital Avenue. Lanfear stated that this truck by pass is a safety feature. Arnold noted that this may not be a complete solution and it will increase intersection traffic at Capital Avenue and Skypark but it will help resolve issues on Capital Avenue. Mr. Sherlock stated that there's 1 3/ miles of county road. Quandt asked about the turn radius and Casey stated that the City has done some intersection work. Discussion was held on the signage and Casey stated that the City will take care of their signage and the County will cover ours. The vote on the motion to move forward on the truck by pass was taken. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. Chairman Arnold explained why he called Mr. McGuire out of order was because the time public participation had ended and the board members asked to speak. 9:30 a.m. Held a Board of Corrections meeting. The jail tour will be postponed until June 30, 2015. 10:00 a.m. Adjourned the Board of Corrections meeting and returned to the regular meeting. 6. DISCUSS AND TAKE ACTION ON RE-ESTABLISHING THE POSITION OF HALL COUNTY BUILDING INSPECTOR—Chairman Arnold noted that 2 people signed up for the discussion on the building inspector. He stated that if this is longer than 10 minutes it will be recessed and they will come back to it. Lancaster stated that there were some people that were unable to attend today. The ad hoc committee met with all of the village boards regarding a county building inspector and this needs to happen. The have a budget developed as follows: • Official salary of$50,000.00 to $60,00.00 plus benefits • Clerk/Receptionist full time position placed on Range 1 at $12.59 or Range 2 at $12.99 • Training line item at$2,500.00 • Truck repair/fuel etc. at $10,000.00 The fee schedule would be comparable with the city's fees. The city's fees cover 75% to 80% of the costs. They are using 60% of the cost to Hall county and 40% would be covered by the rural communities. The total cost to taxpayers would be about $43,500.00 Chairman Arnold noted that two people requested to address this issue. Eric Nielson 104 Walnut, Wood River stated he is a member of the Wood River city council and he read a statement and they are requesting to reinstate the building inspector.
