Richardson stated that this is a good idea the students from Kuester's Lake area use Capital <br /> Avenue. <br /> Lanfear stated that this truck by pass is a safety feature. <br /> Arnold noted that this may not be a complete solution and it will increase intersection traffic at <br /> Capital Avenue and Skypark but it will help resolve issues on Capital Avenue. <br /> Mr. Sherlock stated that there's 1 3/ miles of county road. <br /> Quandt asked about the turn radius and Casey stated that the City has done some intersection <br /> work. Discussion was held on the signage and Casey stated that the City will take care of their <br /> signage and the County will cover ours. <br /> The vote on the motion to move forward on the truck by pass was taken. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. DISCUSS AND TAKE ACTION ON RE-ESTABLISHING THE POSITION OF HALL COUNTY <br /> BUILDING INSPECTOR—Chairman Arnold noted that 2 people signed up for the discussion on <br /> the building inspector. He stated that if this is longer than 10 minutes it will be recessed and <br /> they will come back to it. <br /> Lancaster stated that there were some people that were unable to attend today. The ad hoc <br /> committee met with all of the village boards regarding a county building inspector and this needs <br /> to happen. The have a budget developed as follows: <br /> • Official salary of$50,000.00 to $60,00.00 plus benefits <br /> • Clerk/Receptionist full time position placed on Range 1 at $12.59 or Range 2 at $12.99 <br /> • Training line item at$2,500.00 <br /> • Truck repair/fuel etc. at $10,000.00 <br /> The fee schedule would be comparable with the city's fees. The city's fees cover 75% to 80% <br /> of the costs. They are using 60% of the cost to Hall county and 40% would be covered by the <br /> rural communities. The total cost to taxpayers would be about $43,500.00 <br /> Chairman Arnold noted that two people requested to address this issue. <br /> Eric Nielson 104 Walnut, Wood River stated he is a member of the Wood River city council and <br /> he read a statement and they are requesting to reinstate the building inspector. <br /> Mayor Greg Cramer of Wood River requested to address this issue.
