9:05 a.m. Held a Board of Equalization meeting. <br /> 9:15 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION --THE SUPERVISORS WILL NOT BE ABLE TO TAKE ACTION ON <br /> NON-AGENDA ITEMS. Matt McGuire from 15346 West Barrows Road, Kenesaw requested to <br /> address the board. He addressed the county roads and expressed concern on the condition <br /> and that some of the roads need gravel. This does not affect just the rural people it also affect <br /> UPS drivers and others that use the roads. The roads need to be in good condition and the <br /> shoulders of the road need to be addressed. He also expressed concern regarding a stop sign <br /> at the Wood River truck stop. He also noted that they need to enhance Stuhr Museum and <br /> educate the public about agriculture. <br /> 5. DISCUSSION &APPROVE POSSIBLE ACTION REGARDING NORTH GRAND ISLAND <br /> TRUCK BY-PASS - Mr. Quandt stated that about 7 years ago the city and the county met <br /> regarding a truck by pass to divert the trucks to Airport Road and then to Skypark Road. It does <br /> not make sense to use capital Avenue. The speed limit would be higher and safer. He talked to <br /> John Collins with the city and would lie to move forward with this project. <br /> Casey Sherlock was present and he also talked to John Collins and there has been discussion <br /> for a number of years and a study had been done and they also discussed an east by pass. <br /> There is nothing under state statute that addresses the designation of truck routes. He had <br /> talked to chad Nabity regarding an Interlocal agreement with the city and the county to put up <br /> signage. <br /> Tom Oshlo 511 East Capital Avenue addressed concerns regarding the truck traffic and noted <br /> that a semi drove over the hood of his wife's car. There is a school, park and rail road tracks. <br /> This is a busy area. <br /> Randy Boltz 515 East Capital Avenue the trailer court is in his front yard and has witnessed <br /> possible accidents at the school crossing. The semis cannot stop and a bypass would help that <br /> problem. Capital Avenue is now closed so this would be a perfect time to do this. <br /> Tammie Petersen with Peterson Farms is located on Capital Avenue and expressed concern <br /> that there are no shoulders on the road and now there apartments on Capital Avenue and now <br /> there are apartments and the residents have to use the road. This is a concern for the safety of <br /> the children and also for her detasselers. <br /> Lanfear asked Casey about the condition of the road that would be used and he stated that they <br /> are just regular paved roads with no paved shoulders. They have recently overlaid the west <br /> mile. Mr. Lanfear asked if the roads would be able to handle the traffic and Casey stated the <br /> increased traffic would decrease the life span of the roads. <br /> Matt McGuire expressed concerns and he was asked to be seated. <br /> Lancaster stated that this is good discussion and safety is first and this needed to be brought <br /> forward. <br /> Lancaster made a motion and Quandt seconded to move forward with an inter-local agreement <br /> to establish a truck by pass route. <br /> 3 <br />
