........... . . <br /> 25 FACILITIES AGENDA- a) Honeywell presentation "Aligning County Initiatives with <br /> Operations/facilities" - Lanfear stated that they wanted to bring this information to the full board. <br /> Randy Herrick with Honeywell distributed information to the board members regarding a <br /> facilities improvement and modernization project. This is what would be in the best interest for <br /> the county to address the maintenance costs. They would do a preliminary facility audit and <br /> they could provide a cost analysis with the best solutions for energy conservation, maintenance <br /> and address the cost of operations. They would address the competitive bidding and <br /> procurement laws. He also provided a draft of a memorandum of understanding for review. <br /> The boiler and chiller are the original 1979 equipment in the administration building. He also <br /> noted the problems with the HVAC in the county attorney building. There are improvements in <br /> technology HVAC and the windows and lightening would also be addressed. The boiler <br /> currently operates at 68% and that would increase to 92%. The life expectancy of the HVAC <br /> units is 25 years and they have exceeded that. This is information for the board. <br /> of facilities <br /> Lanfear made a motion and Schuppan seconded to table the rest o the e agenda until <br /> the May 19th meeting. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan <br /> all voted yes and none voted no. Motion carried. <br /> 12 DISCUSS AND TAKE ACTION ON LETTER FROM NEBRASKA ADMINISTRATIVE <br /> SERVICES REGARDING GRAND ISLAND VETERANS HOME HISTORIC BUILDINGS <br /> CONSULTATION PROCESS The board received a the letter regarding the veterans home and <br /> discussion was held to refer it to a committee or assign a committee. <br /> Quandt made a motion and Lanfear seconded to appoint a committee of Gary Quandt, Jane <br /> Richardson and Pam Lancaster to the committee. A letter will be sent informing them of the <br /> appointment. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted <br /> yes and none voted no. Motion carried. <br /> 13 UPDATE FROM CLASSIFICATION COMMITTEE REGARDING SALARY SURVEY <br /> County Attorney Jack Zitterkopf Chair of the classification committee stated the committee, <br /> Scott Arnold, Dan Purdy, Steve Schuppan, Marla Conley, Jerry Watson and Peg Pesek were <br /> given instructions by the county board to proceed with implementing the study and the <br /> committee met 5 times. The elected officials were also included in the meetings to address the <br /> job descriptions. And some of the jobs were moved up or down on the ranges to address that <br /> people were compared to others in Hall County. <br /> Arnold stated that Stacy did a good job to make the results workable and some of the job <br /> descriptions were addressed. It is a good final product. <br /> Schuppan stated that this is a good starting point; there may be additional changes later. <br /> Quandt stated that he appreciates the work but expressed concern about employees in the <br /> private sector and they have been left out. Because the county is currently a MSA there are <br /> gaps between private sector and government employees. <br /> Arnold stated that private sector should already be at what the market bears the county can only <br /> address that we are compared to like counties and are not at the top but at the midpoint. <br /> Lancaster also noted that we are not compared to private sector. The legislature created this <br /> issue and the county is implementing it at a reasonable amount at the midpoint. The <br /> classification and audit committee have reviewed this and it is important to move forward. <br /> 9 <br />
