7.10:15 A.M. OPEN PUBLIC HEARING TO CONSIDER A PROJECT FOR FINANCIAL <br /> ASSISTANCE FOR THE PURPOSE OF ACQUIRING 2 BUSSES -- Lancaster made a motion <br /> and Lanfear seconded to open the public hearing. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Dustin Butler was present and distributed the Title IV survey forms. He stated that Theresa was <br /> not able to attend today. This is the application for two buses that they would like to apply for to <br /> replace the older buses. The county's share would be the $22,000.00. <br /> Lancaster stated that the county would be reimbursed by the City $11.000.00 for one bus. The <br /> county would still retain ownership and provides the service. The buses are still an 80/20 <br /> match. <br /> Quandt questioned if this has changed because of the MSA and Lancaster stated it has not for <br /> the equipment purchases just for the operating expenses. <br /> Chairman Arnold called for public participation and no one responded. <br /> 8. CLOSE HEARING AND APPROVE THE APPLICATION FOR 2 BUSSES — Lancaster made <br /> a motion and Lanfear seconded to close the public hearing. Arnold, Lancaster, Lanfear, Purdy, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Lancaster made a motion and Lanfear seconded to approve the purchase of 2 buses for Senior <br /> Citizens Industries. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all <br /> voted yes and none voted no. Motion carried. <br /> 9.10:30 A.M. OPEN PUBLIC HEARING TO CONSIDER A PROJECT FOR FINANCIAL <br /> ASSISTANCE FOR OPERATING ASSISTANCE TO PROVIDE GENERAL PUBLIC <br /> TRANSPORTATION - Lancaster made a motion and Richardson seconded to open the public <br /> hearing. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes <br /> and none voted no. Motion carried. <br /> Mr. Butler stated that this is the application for the operating assistance for public transportation <br /> and he is requesting the local match from the county. There was an increase in the budget <br /> request because of the increase in minimum wage. <br /> Lancaster stated that the total budget is $93,665.00 and last year it was $93,619.00. The <br /> budget was reviewed and the increase was due to the minimum wage increase and the related <br /> costs. There was also an increase in the insurance. The city reimburses the county for the <br /> operating cost at 100%. This agreement has been in effect for 3 years and it was the best <br /> advantage to have them pick up the entire costs. At one point the federal share was higher. <br /> Once the rural funds are no longer available to the city then they will have to go out for bids. <br /> The rural costs will be the county's costs and the rest will be the city's costs. <br /> Chairman Arnold called for public participation and no one responded. <br /> 10. CLOSE PUBLIC HEARING DISCUSS AND AUTHORIZE CHAIR TO SIGN THE <br /> APPLICATION FOR FINANCIAL ASSISTANCE — Lancaster made a motion and Richardson <br /> seconded to close the public hearing. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson <br /> and Schuppan all voted yes and none voted no. Motion carried. <br /> 6 <br />
