Arnold, Lancaster, Lanfear, Quandt, Purdy, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 11 DISCUSSION AND POSSIBLE ACTION REGARDING CITIZENS CONCERN TO <br /> REINSTATE THE COUNTY BUILDING INSPECTOR— Pam Kjar stated that they have lived in <br /> Wood River for 23 years and own their own plumbing and heading company. She has worked <br /> for a planning department in Colorado. She expressed concern on 2 properties in the Wood <br /> River area that have campers and mobile homes on them and expressed concern regarding this <br /> type of development in the community. She read a statement regarding various issues and <br /> suggested a cooperative agreement with the cities and the county. They need to work with the <br /> health department to report properties like this. She provided information when the pluming and <br /> other safety issues regarding construction were established. She also noted that once you <br /> provide a certificate of insurance to the state of Nebraska you are a contractor. The state of <br /> Nebraska does not do inspections on construction so there is no guarantee that the housing is <br /> acceptable. She encouraged the county board to pursue this issue regarding a building <br /> inspector and reconsider the previous action form several years ago. She would like to see an <br /> agreement with the cities and villages and the county and they could share in the cost of the <br /> building inspector process. <br /> Mr. Schuppan stated that the committee has discussed this issue but there has not been an <br /> agreement. <br /> Mr. Quandt stated that he would li ke to see a n interlo cal agreement. The county cannot afford rd <br /> to hire and set up an office but he would like to see if they could work with the city and the <br /> county could help finance the program. Lanfear questioned if the city wants to be involved. <br /> Lancaster stated she is not sure what the committee has done but questioned if they could work <br /> with another county that has a building inspector. There is room for investigation this was a cost <br /> saving issue years ago but if there is a need and with the citizens' concerns it needs to be <br /> addressed. <br /> Mr. Lanfear stated that we push economic development and there could be issues if we do not <br /> have a building inspector. <br /> Mr. Purdy asked Mr. Cramer if they have ordinances and if there are problems that are in the 1 <br /> mile jurisdiction they could contact the sheriff to enforce the city codes. <br /> Mr. Greg Cramer Wood River Mayor stated that he talked to Pat O'Neil and he stated that if they <br /> implement the building inspection process it needs to be a quality inspection process and look <br /> at the construction. Mr. Cramer also expressed concern regarding the mobile home inspections <br /> and trailer court inspections'. <br /> Schuppan he thinks there is a way to get an agreement with the city of grand island at least <br /> inside their jurisdiction and they would be able to control everything in their jurisdiction but they <br /> 5 <br />
