that some of the property was purchased from the Binfield family there is a deed to that
property.
Chairman Arnold called the meeting to order the board cannot address those issues.
Lancaster stated that river front land is beautiful and this is an emotional issue.
Lanfear also stated there is a lot of emotion and questioned there may not be any way the board
can addresses this. This was a good forum.
Chairman Arnold stated the board has provided an opportunity for a good forum and information
to get the discussion started.
8. DISCUSSION REGARDING RUMBLE BAR NOISE ISSUE AT INTERSECTION OF
BISMARK AND GUNBARREL ROAD— Richardson expressed concern regarding the noise
from the rumble bars and the concerns from the neighbors and they asked her to bring this to
the county board,
Darcy Moul 4720 Tara Court provided pictures of the intersection and expressed concern on the
signage the speed limit and the noise.
Chief Deputy Sheriff Chris Rea was present and stated that this is in an inconvenience but it is a
safety factor. Discussion was held and he will forward information regarding the number of
accidents at that intersection.
Public Works Director Casey Sherlock stated he talked to Ms. Richardson regarding the issue.
They have tried numerous safety issues and saw very little impact. They increased the size of
the signs changed the type of material and also used orange flags on the signs. Complaints
from the previous chair prompted additional safety measures. Mr. Sherlock stated that
unfortunately visual safety measures are not as effective because of distracted drivers and the
rumble bars are working. The rumble bars were installed as per Nebraska Department of
Roads regulations. If the board wants to have them removed he can do so.
Lancaster stated that the rumble bars are noisy and she would be interested in the statistics
before changes are made. This does affect people's lives.
Richardson stated that she had talked to Mr. McFarland and there is a safety issue but she
hopes to find a happy medium. It is similar to railroad tracks if you move in an area where there
are tracks you have made the choice to do so but if something has changed once you are
already there that is a different issue. She is aware that visual is not as effective.
Mr. Sherlock stated that it is his job to make sure that the roads are safe and passable and take
care of the roads. Mr. Purdy stated that he will also contact NIRMA regarding this issue.
Discussion was held and Quandt made a motion and Richardson seconded to open this issue
up for discussion. Arnold, Lancaster, Quandt, Purdy, Richardson and Schuppan all voted yes
and Lanfear voted no. Motion carried.
Mr. Svitak 4719 Tara Court he understand the safety issued and vehicle do travel through the
stop sign. His patio faces the rumble bars and it is annoying he suggested an overhead light.
4
