7. PRESENTATION BY THE EXECUTIVE DIRECTORS OFFICE OF THE PLATTE RIVER <br /> RECOVERY IMPLEMENTATION PROGRAM (PRRIP) - Lancaster introduced Dr. Jerry Kenny <br /> executive director of the Platte River Recovery Implementation Program Bruce Sackett and <br /> Jason Farnsworth to discuss the ice flooding in February <br /> Mr. Kenny stated he appreciates the opportunity that he can address the issue. He has a <br /> memorandum the he want to put on record and power point presentation regarding the flooding. <br /> He reviewed the pictures and explained what work was done. <br /> Lancaster questioned if the area where the river narrows could be made wider and if that would <br /> give some relief to the flooding. Mr. Kenny responded that widening may have a good effect but <br /> all of the flood would not be eliminated <br /> Mr. Schuppan questioned if they did raise the island and if because of the location of the island <br /> at the pinch point of the river this caused the problem. Mr. Kenney stated that only one small <br /> island was raised and the others were lowered he reviewed the elevation. <br /> Ms. Richardson questioned the ice jams in previous years. Mr. Lanfear stated he appreciated <br /> the information and noted it has been an unusual year. <br /> Mr. Schuppan noted that they also cleared vegetation on the river bank and Mr. Farnsworth <br /> stated that they did and they also disk the channel to clear the vegetation <br /> Mike Dobesh from Wood River questioned the Central Platte NRD report and the environmental <br /> impact study and if they updated the recovery plan. He asked if they could see these reports. <br /> He also addressed other questions to them. <br /> Discussion was held to open this item for discussion. Lancaster made a motion and Lanfear <br /> seconded to open the subject for discussion. Arnold. Lancaster, Lanfear, Quandt, Purdy, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Neal Sidders stated he has lived there 55 years and has never seen that type of ice flow <br /> damage. <br /> Lloyd Luehrs lives on Shoemaker Island Road and stated he caught the brunt of the flooding on <br /> his farmland and has lived there 71 years. This was the worst flooding, the river takes a 60 <br /> degree turn and it slows down but when it hits the island it raises the flow. He feels the island <br /> caused the problems. He has also talked to Adrian Smith regarding these issues. <br /> Deb Albott from Inland, Nebraska owns property and she questioned where the property line is <br /> if it is in the middle of the river as a land owner they came on their property. She hopes the <br /> board will continue to listen to this issue. <br /> Mr. Dobesh questioned the permitting process requirement and if the work in that program was <br /> done under the environmental impact study, that study covers activities a whole. They have to <br /> comply with clean water rights. He questioned the flow conditions before and after the work <br /> was done. Discussion was held on the habitat and the species of birds and how they are listed. <br /> Schuppan expressed concern on the property lines and how they are determined. Mr. Kenny <br /> explained what they used and that this was agreed upon by the land owners. Mr. Sacket stated <br /> 3 <br />
