Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> 14. APPROVE THE AMUSEMENT LICENSE FOR WOOD RIVER MUNICIPAL GOLF <br /> COURSE - Schuppan made a motion and Purdy seconded to approve the amusement license <br /> for Wood River Municipal Golf Course. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson <br /> and Schuppan all voted yes and none voted no. Motion carried. <br /> 21. Continued discussion regarding open meeting law. <br /> Mr. Zitterkopf stated he is not suggesting that the committee did a criminal act he is here to do a <br /> job and is trying to keep them out of trouble they do not need to ask for more problems. They <br /> need to keep in mind subcommittees need to be cautious and not take action. <br /> Lancaster expressed concern that the larger issue is the expenditures every bill goes through <br /> the board but they need to know what it is. It is important to do business in the light of day and <br /> bring it to the board to make decisions. <br /> Mr. Lanfear stated he talked to Jack and if it requires a signature it needs the approval of the <br /> board. He expressed concern on the change order the engineer will need to make those <br /> decision and he does not know why they would need to come to the board. <br /> Richardson stated she appreciated Jack's interpretation and all committees need <br /> to be aware of these actions and what just be aware of what needs to be done by raising <br /> awareness we will all become better committee and board members. <br /> Steve regardless of the minutes nothing has happened and they can put it on the agenda for the <br /> next meeting to be approved. There was no ill intent to push through that was not done. <br /> Mr. Lanfear thanked Mr. Zitterkopf for the explanation. <br /> 22 DISCUSS AND APPROVE COMMITTEE MEETINGS IN PUBLIC SESSION - <br /> Mr. Quandt stated that the committee meetings are killing county government and wants to see <br /> the committee meetings rolled over to the regular meeting and they would be a committee as a <br /> whole, He listed all of the committees and suggested putting them on the agenda and making <br /> them open and honest. <br /> Quandt made a motion to move all of the committee meetings to the county board meeting and <br /> hold them after the regular meeting. Chairman Arnold called for a second to the motion. No <br /> second was made. <br /> Mr. Lanfear asked Mr. Zitterkopf if that would be legal and he expressed concern on the agenda <br /> there would have to be an understandable agenda. Mr. Lanfear expressed concern that it <br /> would slow things down. <br /> Lancaster it is a worthy discussion some only meet every couple of years and if it requires <br /> action it would come to the board. They had facilities met at the end of the regular meeting and <br /> it worked well and she would like to see it continue. The corrections committee works well and <br /> the information goes to the board. <br /> 6 <br />
