Purdy made a motion and Lanfear seconded to accept the bid from Ensley Electric for the fiber <br /> optic cable project. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all <br /> voted yes and none voted no. Motion carried. <br /> 9. DISCUSSION AND POSSIBLE ACTION REGARDING WHICH DEPARTMENTS WILL <br /> OCCUPY THE PLAZA BUILDING - Lanfear stated that the facilities committee decided it may <br /> be a good idea to take another look at the Plaza Building and who should occupy the building. <br /> Lanfear made a motion and Schuppan seconded to move the probation office to the Plaza <br /> Building. <br /> Schuppan stated he made the original motion and Quandt seconded to movie the public <br /> defender to the Plaza building, but it will cost more to move them. Discussion was held. <br /> Lanfear amended his motion and Schuppan seconded to rescind the original motion from <br /> November 4, 2014 to move the public defender's office to the Plaza Building. Arnold, Lanfear, <br /> Purdy and Schuppan voted yes Lancaster abstained and Quandt and Richardson voted no. <br /> Motion carried. <br /> Lanfear expressed concern that the county paid a premium price for the building and now it will <br /> take a quarter of million dollars to remodel the building, but if the probation office moves the <br /> remodeling would cost about $25,000.00 to remodel. There needs to be additional parking for <br /> probation and there would be sufficient parking at the Plaza Building. He noted a joint study <br /> that was completed in 2002 and it recommended that any function that did not have a direct <br /> connection with the city or county should be moved out. <br /> County Attorney Jack Zitterkopf requested to address this issue He stated that the juvenile <br /> diversion program is under the county attorney and is located in the office building. They're in <br /> need of additional office space. The state is trying to avoid building a prison and using <br /> probation to empty the jails. He wants to make sure that the county has a diversion program <br /> and their needs are considered. Their move would require minimal space. <br /> Lancaster stated that she does not want to delay this but it is the first she had heard about the <br /> change and would like some hard numbers. It is a nice building close to the county campus and <br /> the finish is nice. She would prefer to move a constitutional office into that building and she <br /> does not know where Mr. Piccolo or Mr. Zitterkopf stands on this issue. She stated that she <br /> thinks it is premature and would like some numbers and doesn't think the board has enough <br /> information. She cannot make a decision at this time and would like to talk to Mr. Piccolo. <br /> Mr. Schuppan stated he talked to Connie Hultine and she did go over the plans and stated she <br /> could move all of probation over to the Plaza Building with the space that is available now and <br /> the committee thought it would be a good fit and there are state funds that can be used for the <br /> remodeling. <br /> Randy See with juvenile diversion stated they have a community based grant in the amount of <br /> $73,000.00 that could be used for temporary leasing or for renovation for state probation space. <br /> How much will juvenile diversion grow they are not sure but the state may bring in adult <br /> diversion, they have a class that they presently hold but do not have class room space, they are <br /> 4 <br />
