Schuppan all voted yes and Lancaster, Purdy, Quandt and Richardson voted no. Motion failed. <br /> Quandt made a motion and Lancaster seconded to put this on the agenda in 2 weeks. <br /> Arnold noted that it is not likely that the salaries would have to be reduced the 8.75% is the <br /> maximum that they could be increased. <br /> Lancaster stated she is not sure on the exact discussion during the budget process but she <br /> wants to treat all the employees the same and 2 weeks is not that long. <br /> Mr. Lanfear stated that the board should wait for two weeks. <br /> The vote on the motion to put this on the agenda in 2 weeks was taken. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> 19 DISCUSSION AND CONSIDERATION OF APPROVAL OF THE LIMITED ENGLISH <br /> PROFICIENCY (LEP) PLAN FOR HALL COUNTY - This is required because the county <br /> receives federal funding. Mr. Riehle stated that the federal government holds the county <br /> responsible to comply in order to receive the federal funding. The ADA and Title IV plans were <br /> approved and the Limited English Proficiency Plan needed to be completed. He stated that this <br /> is a shorter plan than some of the counties have adopted. It has the policy statement and the <br /> poster, the LEP plan, the annual training, the self-analysis and you have to keep tract of the <br /> training and complete the annual questionnaire. The Nebraska Department of Roads will be the <br /> clearing house for complaints regarding federal funds and Hall County will address the non- <br /> federal funds on a contractor or sub-contractor. There are resources that the employees can <br /> use for example County court uses a language line. The main issue is if the transaction can be <br /> completed and if it can't then we need to be able to use additional resources. The information <br /> will be on the web site similar to the other policies. <br /> 21 LEP TRAINING —The board members watched the 6 minute video. He noted the 4 factors <br /> that were stressed in the video are the same factors that are in the policy statement. <br /> 20. AUTHORIZE CHAIR TO SIGN LEP POLICY STATEMENT— Richardson made a motion <br /> and Schuppan second to authorize the Chair to sign the Limited English Policy Statement. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> Mr. Lanfear expressed concern that the county has to have the plan but Mr. Riehle stated that <br /> the plan is in place and they made it as simple as possible and the county will do the annual <br /> review. <br /> 22 CLASSIFICATION COMMITTEE RECOMMENDATION - REGARDING <br /> ASSESSOR/REGISTER OF DEEDS JOB DESCRIPTIONS— County Attorney Jack Zitterkopf <br /> stated that he is the chair of the committee and they met January 20, 2015 regarding the <br /> reclassification of the job descriptions at a lesser salary due to the consolidation of the Register <br /> of Deeds office and the County Assessor's office. The job descriptions were submitted to the <br /> committee considered and they compared the duties and tried to find like positons and <br /> successfully did that. <br /> County Assessor Jan Pelland stated that there was a deputy and a records clerk job description <br /> 7 <br />
