Lancaster also stated that it would be good to wait until the salary survey is back analyze it and <br /> have a decision on how to go forward, but it may be 60 or 90 days out before that would be <br /> done and at that time the county would be starting on the new budget process. With the <br /> second union negotiation the salaries were even higher. <br /> Arnold stated he also wanted the salary survey information and does not want to rush the <br /> process he wants a good product. It could be used for the new fiscal year. <br /> Schuppan stated the 3.75% increase is in the budget and if comes back higher it will have to be <br /> put in the budget next year. <br /> Richard questioned if the board approved it today would it be retroactive to January 1 and if that <br /> was the proposal would it be best to wait for the survey results. <br /> Arnold stated they would still have to analyze the job descriptions from the comparisons and it <br /> could take 60 days. It could be retroactive to January 1st. <br /> Quandt stated the board settled with the corrections union employees and the non-union <br /> employees were also given the 8.75% and the rest of the employees should receive the same <br /> as the corrections employees. <br /> County Assessor Jan Pelland noted that when the budget was passed in July it was increased <br /> by the 8.75% for the fiscal year. She noted that the County Treasurer lost 3 employees to <br /> higher paying jobs. <br /> Stacey stated the increases were complicated it started at 3.5% then went to 5% then the <br /> additional 3.75% was budgeted for the entire fiscal year. <br /> Richardson questioned why the corrections department received it sooner? Lancaster stated <br /> the supervisors positions are not part of the union but most of the employees are certified <br /> corrections officers so they received the increase. The board was expecting some information <br /> on the survey by January 1. <br /> Lancaster stated it may be better to wait for 2 weeks and withdrew her second. <br /> Chairman Arnold called for a seconded to the motion and Schuppan seconded the motion and <br /> stated he thinks the board will end up approving the additional increase one way or another. He <br /> thinks the salaries are low but they cannot give more than the 3.75% until the next fiscal year. <br /> Quandt noted that if the money is in the budget the elected official can give the increase. <br /> Jan Pelland stated that it would be cleaner if the board would make the additional 3.75% <br /> increase back to July 1st <br /> Arnold noted that if the board approved the additional as of January 1st there is nothing that <br /> would prevent them from increasing the salaries again for the new fiscal year. <br /> Lancaster stated that it would be better to have more information and more discussion before <br /> making a decision. <br /> The vote on the motion to approve the 3.75% increase was taken.
