Lanfear made a motion and Schuppan seconded to approve the committees as presented. <br /> Arnold, Lanfear, Purdy and Schuppan all voted yes. Lancaster Quandt and Richardson voted <br /> no. Motion carried. <br /> 17 UPDATE AND POSSIBLE ACTION REGARDING GRAND ISLAND AREA ECONOMIC <br /> DEVELOPMENT AND SOUTH CENTRAL ECONOMIC DEVELOPMENT— Lancaster stated <br /> that South Central EDC is similar to the local economic development and the local EDC stated <br /> they would like to pay the dues and take over the seat at South Central EDC and she <br /> recommended to allow Grand Island Economic Development to take this seat on behalf of Hall <br /> County. <br /> Mr. Purdy stated that he received a call regarding this and it would be a positive move. <br /> Lancaster made a motion and Purdy seconded to have Grand Island Economic Development <br /> take the seat on South Central Economic Development board. <br /> Mr. Lanfear noted that if Grand Island Economic Development finds value for this he would like <br /> to enhance their involvement. <br /> Discussion was held and it was noted that the City of St. Paul runs the economic development <br /> for Howard County. That is what they are proposing for Hall County. Mr. Arnold stated that <br /> there advantages if there is a larger group. <br /> The vote on the motion was taken. Arnold, Lancaster, Lanfear, Purdy, Quandt Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> Chairman Arnold called for a 5 minute break. <br /> 10:33 returned <br /> 18 DISCUSSION AND POSSIBLE ACTION APPROVING AN ADDITIONAL 3.75% COLA <br /> EFFECTIVE JANUARY 1, 2015 FOR ALL NON-UNION, NON-ELECTED AND NON-CHIEF <br /> DEPUTY COUNTY EMPLOYEES — Mr. Arnold stated that he put this on the agenda because it <br /> was discussed to give the other employees the increase and they thought the salary survey <br /> would be back and when the board saw the results they would determine how much the <br /> increase would be based on the comparisons. We are now a metropolitan statistical area and <br /> with that would have to increase salaries. If the survey stated that the position should receive <br /> i year. The dollars are more that could be addressed the next fiscal yea a do ars already y bud eted and to budgeted <br /> disparity this would be the right thing to do. <br /> Lanfear made a motion and Lancaster seconded to approve the additional 3.75% cola increase. <br /> Richardson stated it would seem reasonable to wait for the survey results. <br /> Lanfear stated that it was not promised but determined it would be done in January and he feels <br /> it would be unfair if the board did not do the additional 3.75% increase. <br /> Quandt stated he is in favor of treating the employees the same and would give the increase <br /> after the survey was done.
