Mr. Schuppan stated that he tried to include <br /> Chamness but they did not respond. <br /> Mr. Quandt stated they met with Chamness last spring and we need to work with them to make <br /> sure that they are doing it properly and if not there will continue to be problems. Mr. Schuppan <br /> stated he would like to have them come to a meeting. <br /> Mr. Ziola noted that when this comes up it is always the residents that are told to wait we need <br /> to figure out what needs to be done and get them to comply. <br /> Ms. Lancaster noted it is important to make the distinction between the livestock feeders and <br /> Chamness. Discussion was held what other business in Nebraska are doing and there may be <br /> a need for a composting plant but it is important to provide oversight. It is a problem for the <br /> people in the community. Mr. Schuppan stated he wanted to let the board know. <br /> Mr. Arnold questioned if there was some type of permit from DEQ and if there is any oversight <br /> from them. <br /> Mr. Quandt noted that JBS is the largest employers in Hall County and if there was composting <br /> it would be a usable product. Mr. Schuppan stated that he has tried to get a meeting together <br /> and there was.a proposal for composting but it has not gone anywhere. <br /> 11 DISCUSSION AND POSSIBLE ACTION REGARDING NIRMA WELLNESS PROGRAM — <br /> Lancaster stated that she received an e mail regarding a wellness program from NIRMA that <br /> would be at no cost to the county but there was a time limit on the program and that time has <br /> passed so there would be a cost for the program. In most companies the incentive for the <br /> employees is that the employees share of the premium may cost more if they do not <br /> participated in the program. She also noted that a positive incentive could be a reduction in the <br /> deductible. They need to get people interested. Mr. Purdy suggested that this could be <br /> handled by human resources. No action is necessary <br /> 15 APPROVE BI WEEKLY PAY CLAIMS FOR DECEMBER 19TH AND JANUARY 2ND <br /> PAYROLL AND APPROVE REGULAR CLAIMS —the board members received the board <br /> preapproval report. <br /> Lancaster made a motion and Ziola seconded to approve the bi weekly pay claims for <br /> December 19, 2014 and January 2, 2015 and to approve the regular claims except for the claim <br /> from Office Net. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted <br /> yes and none voted no. Motion carried. <br /> Lancaster made a motion and Quandt seconded to approve the claim from Office Net. <br /> Arnold, Lancaster, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. <br /> McFarland abstained because he has a business relationship with Office Net.
