• Page 70 the summary of prior year findings and reviewed and noted that there were <br /> improvements made <br /> • The county uses the cash basis of accounting and this is an acceptable basis <br /> • Reviewed page 5 financial highlights <br /> • There was a decrease of 4% transfers out of the general to the road fund <br /> • The federal program expenditures increased by 7% <br /> • Page 6 regarding property taxes there was increased revenue <br /> • Page 11 reviewed the statement of activities <br /> • Reviewed pages 62 63 the letter to the county board regarding internal control no <br /> opinion <br /> • Reviewed page 64 is the circular A-133 report and they looked at the 2 child support <br /> programsand SCAP and there were no findings. <br /> Mr. Purdy asked if there were any material weaknesses and there were none. <br /> 9 AUDIT COMMITTEE RECOMMENDATION -AUTHORIZE CHAIR TO SIGN ENGAGEMENT <br /> LETTERS WITH MCDERMOTT & MILLER FOR COMPLETION OF THE HALL COUNTY <br /> AUDIT AND ANNUAL FINANCIAL STATEMENTS AND AGREED UPON PROCEDURES <br /> REPORT FOR HALL COUNTY KENO FOR YEARS ENDING JUNE 30, 2015, 2016 & 2017 — <br /> The agreements are the same as before the 2015 agreement was extended with a 1% increase <br /> and a 2% increase for keno audit. <br /> Lancaster made a motion and Arnold second to approve the agreements and authorize the <br /> Chair to sign. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Motion carried. <br /> 13. DISCUSSION REGARDING JBS WASTE PRODUCT PERMITS IN THE COUNTY <br /> Mr. Schuppan stated that the county issues permits and have set standards but there are about <br /> 100 loads that have not been spread. When they met with Chamness he thought they were <br /> upfront on how it was to be handled but there have been complaints. There are two cattle <br /> feeders present and they want to protect themselves. He wanted to let the board know that <br /> there is a problem. <br /> Ms. Lancaster stated that she appreciates that this was brought up and would like to hear from <br /> the cattle feeders. She also noted that some counties just do not allow any of the paunch to be <br /> used. Mr. Schuppan stated he tried to contact Chamness but there also needs to be discussion <br /> with JBS. <br /> Gregg Baxter T & E Cattle Company stated they spread manure on thousands of acres every <br /> year and as part of their operating permit they monitor and assure that their facilities have <br /> designed and approved plans. A program is in place to manage that aspect of the program in <br /> an acceptable manner. His concern is that there are not regulations for this particular operation. <br /> Mr. Schuppan noted that if they were to build a facility for composting they would have to <br /> comply with DEQ standards just like the feed lots. <br /> Mr. Baxter stated that they have to comply with specific regulations on how it is incorporated in <br /> the ground. There is a common denominator to oversee the disposal of the product but there is <br /> a difference in the products from live stock to the grit that is produced. The county may want to <br /> draft some language as a guidance tool and clarify what is required as far as applicable rates <br /> and the time line when it needs to be spread out and incorporated into the soil.
