Mr. Schuppan stated that the farmers are using these units to look at their crops. <br /> Lancaster stated that under public participation the county board does not respond and the <br /> building inspections would be a city issue. <br /> 8. UPDATE FROM GRAND ISLAND AREA CLEAN COMMUNITY SYSTEM - Deb Larson <br /> Director of Clean community systems was present. She stated that they shut the facility down <br /> in March and have done an extensive over haul to clean up the mess. They used the Nebraska <br /> Department of Environmental Quality to help with the issues. There were unmarked barrels of <br /> liquids open chemicals and items were not sorted. There were also ag chemicals that they <br /> cannot take. They have cleaned the entire facility installed new lights, security cameras, and <br /> spill pallets for the chemicals. The employees are now fully trained in the disposal of household <br /> waste. They also have a reuse area and give away various products. <br /> r 2 organizations. They have a $400,000.00 <br /> The area 501 3c and there are o budget and <br /> They g Y 9 <br /> currently do not have a DEQ grant funding. They receive additional funds from the city and <br /> Central Plat NRD. They have partnered with Tobacco Free Grand Island and have also <br /> provided education to 10 schools. She also noted other organizations that they work with. They <br /> hours are Monday through Friday 8:30 to 5:00. <br /> Mr. McFarland asked if they are going to do the one day collections and Ms. Larson stated that <br /> they are not because they are very expensive. <br /> Mr. Quandt asked if they do tire collections and she stated that they do not because they cannot <br /> store tires in this facility. She stated she has talked to Jackie at public works about this. Mr. <br /> Quandt stated he would like to see if there could be 1 or 2 tire collections a year. <br /> Ms. Larson stated that they only have a staff of 3 and rely on volunteers. <br /> 9. DISCUSS AND TAKE ACTION ON KENO GRANT REQUEST OF GRAND ISLAND AREA <br /> CLEAN COMMUNITY SYSTEM - This grant award was held until this presentation. <br /> Quandt made a motion and Lancaster seconded to approve the keno grant application for Clean <br /> Community Systems. Arnold, Lancaster, McFarland, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Purdy was absent. Motion carried. <br /> 5. COUNTY ATTORNEY— DISCUSS AND TAKE POSSILBE ACTION REGARDING <br /> JUVENILE SERVICES GRANT APPLICATIONS —County Attorney Mark Young was present <br /> and Randy See Juvenile Diversion Director was also present. This is the grant for the <br /> community based juvenile services for$176,283.00 and has a county match of$17,648.00. This <br /> funding is to help pay for the staff. He is requesting to authorize the Chair to sign the grant <br /> application. <br /> Lancaster made a motion and Ziola seconded to authorize the chair to sign the grant <br /> application. This was a recommendation from the committee. Arnold, Lancaster, McFarland, <br /> Quandt, Schuppan and Ziola all voted yes and none voted no. Purdy was absent. Motion <br /> carried. <br /> 7 DISCUSS AND TAKE ACTION ON UNL RENTAL AGREEMENT— Dette Scholtz with the <br /> extension office was present and provided a copy of the resolution form their board regarding <br /> the use of the endowment funds.
