Arnold noted that in addition to the water lines there are also fiber optic cables and phone lines. <br /> Mr. Ziola asked what would happen if the old jail is removed what would happen to the lines in <br /> the old jail. Mr. Humphrey stated that the existing water lines will not handle the new system the <br /> pipes have to be bigger. <br /> Mr. Quandt questioned why they couldn't use 7 foot pieces of pipe and still used the old tunnel <br /> and asked why this was changed. Mr. Humphrey stated that the top of the tunnel cannot be <br /> removed in order to work in it. He does not have the costs that would be involved and they do <br /> not want to tear it up again if there is future construction. <br /> Mr. Purdy stated that if a new tunnel is built it would save time otherwise would have to bring in <br /> temporary heating and cooling to take care of the court house. <br /> Mr. Arnold stated that when the board was discussing the addition they talked about a <br /> temporary building to house the HAVAC equipment. Mr. Humphrey stated that he does <br /> not know and there is no plan for this to his knowledge <br /> Mr. Ziola asked if the pumps were the problem and Mr. Humphrey stated it is not the pumps it is <br /> the volume of water that is needed to reach the second floor the pipe need to be larger. <br /> Mr. Schuppan expressed concern that the plans would not be available until October 27th and <br /> asked if that would be a problem for the bidders if the bid opening is November 18th. Mr. <br /> Humphrey stated that that was not a problem he has been talking to the contractors and they <br /> felt that was enough time. <br /> Ms. Lancaster expressed concern and stated she appreciates that these issues have come up <br /> now so the board knows what could happen. It is important that it is safe and doable and will <br /> work but, if there alternate ways to do this the board should consider them and make a more <br /> permanent fix. They need to go back and make sure that the board has all of the information <br /> that is necessary to move forward and not be so concerned about the time line. She suggested <br /> talking to Mr. Jackson on some of the issues. <br /> Mr. Quandt stated that the board needs to have Mr. Jackson come bake and expressed concern <br /> that he is making changes that the board is not aware of. Lancaster stated they need to give <br /> him some latitude. She suggested sending this back to the small committee and they could talk <br /> to Mr. Jackson and look at all of the options. Mr. Ziola agreed the board needs to take a second <br /> look at all of the options and the work on a future plan <br /> Mr. Humphrey stated they have looked at the tunnel and the ceilings and the basement area <br /> and wanted to bring this information to the full board so there will not be any surprises. He is <br /> trying to be as through as possible but it is still an old building. <br /> Lancaster stated the board needs to go back and take another look. <br /> Ziola made a motion and Quandt seconded to refer this to the small committee to go over all of <br /> the options. Arnold, Lancaster, Purdy, Quandt, Schuppan and Ziola all voted yes and none <br /> voted no. McFarland was absent. <br /> 8 <br />
