Attorney Jack Zitterkopf stated that the county attorney is in dire need of space for the diversion <br /> department and asked that the board consider this request. <br /> Mr. Schuppan stated that this can also be discussed in two weeks. <br /> Mr. Ziola stated that he is excited about the potential that has been accomplished and <br /> congratulates the board on the progress to work together. He noted that the passport office <br /> also needs to be moved. <br /> B) DISCUSS REQUEST FROM ROB WEMHOFF TO DEVELOP CHAPMAN ROAD TO <br /> MINIMUM STANDARD FOR COUNTY ROAD —County Surveyor Casey Sherlock presented <br /> information to the board members regarding the location of the road a copy of the resolution and <br /> the state statutes. Mr. Wemhoff is requesting to develop Chapman Road to a minimum <br /> standard road because he is considering the purchase of a 20 acre tract of land. He contacted <br /> regional planning and it is in a flood plain. <br /> Casey stated that this is similar to the request from Uden's and the Don Shuda request. It is a <br /> section line and a minimum maintenance road. Mr. Wemhoff stated that he would build the <br /> driveway but may not address it until spring. Casey recommended referring this to the public <br /> works committee to come up with an agreement with Mr. Wemhoff and they may have to do an <br /> amendment to the 1 & 6 road program. <br /> Lancaster made a motion and Arnold seconded to move forward with the request from Mr. <br /> Wemhoff to develop Chapman road to a county road and to do so according to county <br /> standards. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Motion carried. <br /> 8. PRESENTATION BY GIAEDC REGARDING ACTIVITIES — Mr. Randy Gard and Mary were <br /> present and distributed information to the board members. They requested to talk to the County <br /> Board regarding the LB480 process. If someone approaches them for expansion of a business <br /> they first make a site inspection to verify if it is a valid business model and they require a 3 year <br /> financial review. They want to make sure it is a good investment and be successful. <br /> They have rebranded the organization and now use an electronic website and have addressed <br /> different marketing strategies. They have also received their recertification. The recently <br /> completed a housing study and working to apply it. They are also in the process of applying for <br /> a $150,000.00 grand from SCEDD. <br /> He stated that they are working with South Central Economic Development, now the County <br /> pays half of the $5,000.00 dues and EDC pays half of the dues. He is asking the board to <br /> appoint someone from EDC to the South Central Economic Development Board if the County <br /> would do so they would pay all of the $5,000.00 dues. <br /> Lancaster questioned if the County does not sit on the SCED board what our responsibilities <br /> would be. The county also contributes $40,000.00 to EDC. Mr. Gard stated that the $40,000.00 <br /> is recognized as a membership fee. <br /> 9. DISCUSSION AND POSSIBLE ACTION REGARDING APPOINTMENT TO THE REGIONAL <br /> PLANNING COMMISSION —There is a vacancy on the Regional Planning Commission board <br /> and Chad Nabity advertised the positon and received 2 applications. <br /> 5 <br />
