concern that last year there was not any air conditioning and there was water dripping beside a
secretary. The HVAC needs to be addressed there needs to be a serious discussion regarding
the heating and air. The old jail building could provide dry storage. There are a lot of things to
talk about. If the county does not move forward with any of the options they need to address the
heating and air.
Mr Schuppan there wouldn't be a problem tearing out the old jail they could use the annex. He
agreed that they need to address the HVAC.
Brad Kissler was present and stated that they were directed to address adding court rooms and
did not look at the option to add onto the annex. They could submit a proposal regarding this
issue.
Mr. Schuppan expressed concern on keeping the old courthouse running and expressed
concern that B1 won't work.
Ms. Lancaster noted that there may be another way to do this that they have not addressed, but
some of the issues would be addressed as the county moved into the next phase. They cannot
wait on the heating and air. She attended the national convention and Dewberry was there and
they are highly regarded and have a great team. They are capable of whatever the county
decides to do.
Mf. Ziola stated he was a member of the administrative staff at the jail and at one time there was
discussion to build an external pump house to hold the equipment. He supported B1 but the
sheriff had concerns on the courthouse protection.
Schuppan stated he would like to look at another option.
Mr. Arnold stated he would like information on an addition to the old safety center. He had
concern about going forward with what we have and is willing to look at other options and would
like to know the feasibility of using the annex.
Mr. McFarland noted that the Historical Society recommended option B1.
Discussion was held if it would be better to move forward on the heating and air at the court
house and get that done. This was discussed a long time ago.
Schuppan made a motion and Arnold seconded to move forward with the HVAC project in the
old courthouse.
Mr. McFarland noted that there was a mechanical engineer that laid out the system for the court
house and there would be new air handlers. Discussion was held on where to place the air
handlers and the duct work.
Steve if the HVAC project was completed before they started an addition that would that take
care of the HVAC but the county would need to bring in the mechanical engineers.
Lancaster may need to discuss relocation and just go back to drawing board they need more
discussion
Arnold asked if they would have to move people out while the work was being done judges
5
