They did file a wage case with the CIR and <br /> they had to do that in order to protect their case. <br /> Lancaster made a motion and Ziola seconded to approve the contract with FOP#78 with the <br /> Hall County Department of Corrections. Arnold, Lancaster, McFarland, Purdy, Quandt and Ziola <br /> all voted yes and none voted no. Schuppan was absent. Motion carried. <br /> Mr. Janulewicz asked if the county board wanted to amend the contract to reduce the <br /> employee's share of the family coverage health insurance to 20%. Chairman McFarland called <br /> for comments from the board. They would need to make a motion to do so, no action was taken <br /> the contract is approved as written. <br /> Mr. Ziola stated that as part of the negotiations team there was no position but they agreed to <br /> convey this to the county board. He asked if the FOP members present would like to comment. <br /> Mark Bonser, President of FOP Lodge#78 requested to address the board. He stated the <br /> negotiations went well. He noted that the correction department is the only department that is <br /> required to pay 22% of the family health insurance premium and stated that they should not be <br /> treated differently and requested to lower the amount to 20%. A case was filed with the CIR <br /> regarding the dues check off and in good faith they would be willing to release the CIR case. <br /> He thanked the board for a safe working environment. <br /> Arnold stated that he appreciates that the corrections department is taking the state inmates <br /> to generate additional revenue with the state contract. <br /> 7. GREG KRAMER - DISCUSSION REGARDING BUILDING INSPECTIONS - Mr. Schuppan <br /> requested that this was on the agenda but he was unable to be present today. Mr. Kramer. <br /> Wood River Mayor stated he discussed this with Mr. Schuppan and would like to address this <br /> issue. The zoning permits do not guarantee that the foundation or construction is correct there <br /> are inspections required for the electrical and plumbing. He expressed concern that people may <br /> be taken advantage of if there are no inspections. He also expressed concern that when there <br /> is remodeling work done there is not a building permit so how is the correct value assessed. <br /> His argument is to have a building inspector to protect the public. He also noted that because <br /> there was no inspection required they lost two fire fighters because the addition collapsed. <br /> Discussion was held on the number of permits that had been issued. <br /> Ms. Lancaster stated that if there was an addition to a home the contractors could take care of <br /> the inspections and the state would require some inspections. They may need to go back and <br /> address this and if the smaller communities are willing to work together they may find a solution. <br /> Mr. Arnold asked why he is asking the county to enforce building codes when Wood River has <br /> codes and could enforce them. <br /> Mr. Quandt stated that it may be cost prohibitive for a smaller community to have a building <br /> inspector but it may be possible to have an agreement to address the inspections. It is <br /> important to do the right thing. <br /> Lancaster noted that it is important to protect the people and is worthy of discussion and she <br /> would like to be part of that discussion. <br /> 3 <br />
