Held a Board of Equalization meeting. <br /> 9:14 a.m. The Chairman adjourned the Board of Equalization meeting and returned to the <br /> regular meeting. <br /> PUBLIC PARTICIPATION Rick Wiese with Grand Island Liquor Mart filed a complaint that his <br /> liquor license was denied because it was not faxed in by the County Clerk 10 days prior to the <br /> event. Lancaster and Quandt apologized that this happened. <br /> Lancaster introduced Hannah O'Malley Miss Teen Hall County; she is the daughter of county <br /> employee Janet O'Malley. Hannah addressed the county board stating she is planning to <br /> attend Doane College wants go to the different schools and talk to students. <br /> Matt McGuire— Kenesaw, NE stated he wanted the facts regarding the veterans home and it <br /> doesn't make sense to build a different veterans facility and stated it was not a fair process, he <br /> stated he respects Mayor Vavricek, he expressed concert on traffic issues on Highway 30 and <br /> the issues on Stolley Park Road, he addressed the cost of a bushel of grain and stated it needs <br /> to also include the cost of production, he expressed concern on Governor Heinemann <br /> 9:30 A.M. Held a Board of Corrections meeting <br /> 10:05 a.m. Adjourned the Board of Correction meeting and returned to the regular meeting. <br /> 6.10:00 A.M. EXECUTIVE SESSION REGARDING UNION NEGOTIATIONS —Arnold made a <br /> motion and Ziola seconded to go into executive session regarding union negotiations. This <br /> executive session would be to protect the public interest. Arnold, Lancaster, McFarland, Purdy, <br /> Quandt and Ziola all voted yes and none voted no. Schuppan was absent. Motion carried. <br /> 10:10 a.m. executive session <br /> 10:33 a.m. Ziola made a motion and Arnold seconded to go out of executive session. No other <br /> subjects were discussed no votes were taken and no action was taken. Arnold, Lancaster, <br /> McFarland, Purdy, Quandt and Ziola all voted yes and none voted no. Schuppan was absent. <br /> Motion carried <br /> 6A. DISCUSS AND TAKE ACTION REGARDING CONTRACT NEGOTIATIONS WITH FOP <br /> #78 REPRESENTING THE HALL COUNTY CORRECTIONS DEPARTMENT—Attorney Jerry <br /> Janulewicz stated he is here with the contract with FOP#78 for the board's consideration. The <br /> contract provides that the salary increase that would be retroactive to July 1, 2013. They are <br /> asking the board to approve the agreement. <br /> He noted the following: <br /> • The cost of living increase starting July 1, 2013 through June 30 2014 would be 8.75% <br /> • This year's cost of living would be 3% <br /> • The following year cost of living would be 3% These changes are due to the MPO <br /> statistical districts <br /> • There is no change in the employee's share of benefits <br /> • The holiday comp time will have a cap <br /> • The comp time will be eliminated they will be paid for overtime <br /> The contract was approved by the union last week. They are requesting that the employee's <br /> 2 <br />
