9:05 A.M. Held a Board of Equalization meeting. 9:14 a.m. The Chairman adjourned the Board of Equalization meeting and returned to the regular meeting. PUBLIC PARTICIPATION Rick Wiese with Grand Island Liquor Mart filed a complaint that his liquor license was denied because it was not faxed in by the County Clerk 10 days prior to the event. Lancaster and Quandt apologized that this happened. Lancaster introduced Hannah O'Malley Miss Teen Hall County; she is the daughter of county employee Janet O'Malley. Hannah addressed the county board stating she is planning to attend Doane College wants go to the different schools and talk to students. Matt McGuire— Kenesaw, NE stated he wanted the facts regarding the veterans home and it doesn't make sense to build a different veterans facility and stated it was not a fair process, he stated he respects Mayor Vavricek, he expressed concert on traffic issues on Highway 30 and the issues on Stolley Park Road, he addressed the cost of a bushel of grain and stated it needs to also include the cost of production, he expressed concern on Governor Heinemann 9:30 A.M. Held a Board of Corrections meeting 10:05 a.m. Adjourned the Board of Correction meeting and returned to the regular meeting. 6.10:00 A.M. EXECUTIVE SESSION REGARDING UNION NEGOTIATIONS —Arnold made a motion and Ziola seconded to go into executive session regarding union negotiations. This executive session would be to protect the public interest. Arnold, Lancaster, McFarland, Purdy, Quandt and Ziola all voted yes and none voted no. Schuppan was absent. Motion carried. 10:10 a.m. executive session 10:33 a.m. Ziola made a motion and Arnold seconded to go out of executive session. No other subjects were discussed no votes were taken and no action was taken. Arnold, Lancaster, McFarland, Purdy, Quandt and Ziola all voted yes and none voted no. Schuppan was absent. DISCUSS AND TAKE ACTION REGARDING CONTRACT NEGOTIATIONS WITH FOP #78 REPRESENTING THE HALL COUNTY CORRECTIONS DEPARTMENT—Attorney Jerry Janulewicz stated he is here with the contract with FOP#78 for the board's consideration. The contract provides that the salary increase that would be retroactive to July 1, 2013. They are asking the board to approve the agreement. He noted the following: • The cost of living increase starting July 1, 2013 through June 30 2014 would be 8.75% • This year's cost of living would be 3% • The following year cost of living would be 3% These changes are due to the MPO statistical districts • There is no change in the employee's share of benefits • The holiday comp time will have a cap • The comp time will be eliminated they will be paid for overtime The contract was approved by the union last week.
