Mr. Arnold questioned if we did away with the building inspector did we do away with the codes <br /> there is a zoning permit requirement but no building inspections. <br /> Mr. Purdy noted that Wood River has building codes and they could appoint someone or <br /> contract with a private inspection company. There was discussion with the City regarding taking <br /> over the inspections but there would be some issues that would have to be worked out. <br /> Mr. Schuppan brought this forward and it will be referred to the zoning committee for discussion. <br /> 10. UPDATE FROM CENTRAL PLATTE NRD REGARDING PRAIRIE/SILVER/MOORES <br /> CREEK PROJECT—Jesse Mintken and a representative from JEO Consulting were present. <br /> They presented a power point presentation regarding the Prairie/Silver/Moores Creek Project. <br /> There was a 2004 feasibility study regarding this area. The estimated cost was about 28 million <br /> dollars and the county share was to be $300,000.00 but the costs have increased due to the <br /> cost of moving dirt and the cost of land has doubled. They are anticipating completion by 2017. <br /> Board Assistant Stacey Ruzicka requested the update because of the increase in the costs. <br /> The interlocal agreement was opened ended for the costs. Hall County is billed for the actual <br /> expenses. <br /> 5. COUNTY ATTORNEY—A) CONSIDERATION &APPROVAL OF 2014/2015 AGREEMENT <br /> WITH REGION 3 BEHAVIORAL HEALTH SERVICES &AUTHORIZATION OF BOARD <br /> CHAIRMAN TO SIGN THE SAME —Chief Deputy Jack Zitterkopf stated that this is an annual <br /> renewal. The legislature approved a 2.25% increase for the behavioral health services so the <br /> agreement reflects this increase. <br /> He is requesting the county board to approve and authorize the chair to sign. <br /> Lancaster made a motion and Quandt seconded to approve the agreement and authorize the <br /> Chair to sign. Arnold, Lancaster, McFarland, Purdy, Quandt and Ziola all voted yes and none <br /> voted no. Schuppan was absent. Motion carried. <br /> 5b) EXECUTIVE SESSION REGARDING POSSIBLE LITIGATION —Arnold made a motion and <br /> Purdy seconded to go into executive session. This executive session is to protect the public <br /> interest. Arnold, Lancaster, McFarland, Purdy, Quandt and Ziola all voted yes and none voted <br /> no. Schuppan was absent. Motion carried. <br /> 11:37 a.m. executive session <br /> 12:00 p.m. Ziola made a motion and Lancaster seconded to go out of executive session. <br /> Arnold, Lancaster, McFarland, Purdy, Quandt and Ziola all voted yes and none voted no. <br /> Schuppan was absent. Motion carried. <br /> 5C) DISCUSSION & POSSIBLE ACTION ON NEBRASKA DEPT OF HEALTH & HUMAN <br /> SERVICES CLAIM FOR COURT ORDERED EMERGENCY CUSTODY & SAFEKEEPING OF <br /> HALL COUNTY DEFENDANT AT NORFOLK REGIONAL CENTER—Chief Deputy Jack <br /> Zitterkopf stated that the board received the claim for these services that the county incurred <br /> and he did make two efforts to correspond with DHHS to determine if there was any middle <br /> ground regarding the claim but the amount was charged and it would be the county's <br /> responsibility. There will be an ongoing charge of$3.00 a day. He is asking for the board's <br /> consideration to pay that claim. <br /> 4 <br />
