Mr. McFarland asked if there were any other counties and Mr. Wayne stated that there are 3 <br /> other counties that have expressed an interest. Discussion was held on the billing process and <br /> that will be worked out. Hall County can also use electronic transfers. HEALTH INSURANCE RENEWAL APPROVAL OF THE RECOMMENDED BID FOR <br /> RENEWAL— Lee Johnson and Matt Wullenwaber were present Mr. Johnson thanked the <br /> insurance committee there was good communication and that was a big help. He gave an <br /> overview of the plan. There is $277,000.00 in the claim account, the money market account is <br /> at $506,000.00 and there is pledged collateral for$500,000.00 at Pinnacle Bank that allows for <br /> cash flow. There are plenty of reserves and they have brought them down but have been <br /> cautious. You do not want to get too far apart on the Ag cap and the funding. So they have <br /> been cautious with the funding and the premiums. <br /> Mr. Wullenwaber stated that they received offers from 10 other companies for the renewal and <br /> with some negotiations they recommend to stay with the current carrier Berkley Life. They <br /> retained the same contract terms and provisions. He reviewed the current client funding <br /> COBRA rates and the funding for the plan. He reviewed the specific reinsurance rate, <br /> administration fees, and PPO fees. He noted the expected amount of possible claims and the <br /> plan has been under that amount. Right now there would be a reduction in the premiums of 9%. <br /> Mr. Johnson noted that Hall County has a grandfathered plan and is self funded we are in a <br /> good spot where we sit now. The reserves are excellent but that can change but as things <br /> stand he is very optimistic moving forward. <br /> Ms. Lancaster questioned the total that the employees and Hall County will have to pay. He <br /> replied that right now it will be a 9% decrease. The plan is bucking the trend it is perform very <br /> well. In general there was an 8% to12% increase for other plans. Mr. Wullenwaber also noted <br /> that some of the lasers have been eliminated. <br /> Purdy made a motion and Lancaster seconded to approve the renewal with Berkley Life. <br /> Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none <br /> voted no. Motion carried. <br /> APPROVAL OF PLAN AMENDMENTS REGARDING ELIGIBLE DEPENDENTS, WHEN <br /> COVERAGE BEGINS, SPECIAL RESTRICTIONS FOR PRE-EXISTING CONDITIONS, <br /> SPECIAL WAITING PERIODS FOR A PRE-EXISTING CONDITION, AND MEDICAL BENEFIT <br /> — INDIVIDUAL ANNUAL PLAN YEAR MAXIMUM PAID BENEFIT—The board received a copy <br /> of the amendments these are federal changes that have to be adopted into the plan. <br /> Mr. Wullenwaber stated that these will be effective July 1st the amendment regarding eligible <br /> dependents up to age 26 was changed to cover the dependent no matter what even if they have <br /> other coverage available. <br /> The new regulations require that coverage for a new employee for the waiting period cannot be <br /> longer than a 90 day waiting period so coverage will begin following 60 days of employment. <br /> 6 <br />
