Robin Spindler Deputy Director Administrative Services <br /> Layne Gissler Corrections Program Administrator <br /> Kyle Poppert Record Administrator <br /> April Bolling Administrator over programs <br /> Mr. Wayne stated they toured the county facility and were very impressed it is a profession well <br /> ran program rich facility. He ask if the board member had questions. <br /> Mr. Arnold questioned if the inmates would be on work release and Mr. Wayne replied that the <br /> inmates would not be on work release if an inmate is a candidate it is their responsibility to find <br /> employment. He also explained that the inmates that will be in transferred to the counties will <br /> be non violent offenders they will not have any capital offenses, sexual assaults, robbery, <br /> kidnapping or first degree assaults they will be non violent. If an inmate comes to this facility <br /> they will receive a $3.70 a day incentive to come. The county will have first right of refusal on <br /> anyone and once they are here and if they became a management problem the state will come <br /> and pick them up. There will also be an onsite case manager who will work with the inmate <br /> population and the staff. There may be issues but they will work on them this is a partnership <br /> and it is a mutual interest to make this successful. Mr. Arnold also questioned when an inmate <br /> is released where that would happen. Mr. Wayne stated that the inmates will be released from <br /> the state facility. Discussion was held on the transportation of the inmates if the county is <br /> coming and going that will be addressed. They are proposing a June 15 start date and then in <br /> July they may increase the numbers. <br /> Mr. Ziola questioned if the inmates would be able to take property with them. Mr. Wayne stated <br /> that if an inmate wants to come to Hall County they will work with them the inmates will know <br /> what is expected of them. <br /> Mr. Purdy stated that this is a historic event. Mr. Wayne stated that there may be some issues <br /> but they are trying to address them and will do so if they come up. <br /> Ms. Lancaster thanked them for being here. This was referred to as a partnership and she <br /> believes that Hall County has one of the finest facilities in the state. She wants to reassure the <br /> public that there are no local tax dollars that will be used. It will be beneficial to the state and to <br /> Hall County. This will be a financially beneficial program for the public and a great opportunity <br /> for all of us. <br /> Mr. Wayne stated they toured the Hall County facility and was impressed it is a wonderful facility <br /> and a good opportunity. They need to inform the public this is a partnership with Hall County. <br /> Mr. Arnold questioned if a state corrections department employee would be located here and if it <br /> would be a full time position. Mr. Wayne stated there will be a full time state department of <br /> corrections employee on site. <br /> Mr. Quandt questioned if the state inmates would be in with the general population. Mr. Ruiz <br /> stated that they have not decided yet they may give them 2 units, but no decision has been <br /> made. <br /> Mr. Ruiz stated we need to take baby steps. He does not want this to go away in a year it is a <br /> good opportunity and the intent of the legislature was to see how this would work. The MOU has <br /> a 30 day notice of out clause. <br /> 5 <br />
