Lancaster stated she wanted to make a couple of corrections on the article in the paper <br /> regarding salaries. Election commissioner Dale Baker is not included in the appointed officials <br /> salaries. Hers is set by resolution for 4 years and it not affected by the 5% increase. This <br /> increase is for non union employees at this time the union employees will honor their contracts <br /> depending on what the negotiations agree on. <br /> BOARD ASSISTANT'S REPORT— Board Assistant Stacey Ruzicka stated she did not have a <br /> report. <br /> 6.10:00 A.M. — BID OPENING — REPLACEMENT VOICEMAIL SYSTEM —There was one bid <br /> received. <br /> BTS Total Bid <br /> Grand Island $25,558.00 <br /> Doug Drudik stated that they had budgeted $25,000.00 and those dollars are already set aside <br /> for this project. He stated that there are only certain dealers that can sell this hardware. <br /> Arnold made a motion and Ziola seconded to accept the bid from BTS for the voice mail <br /> replacement. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Motion carried. <br /> 4. COUNTY ATTORNEY - DISCUSSION AND POSSIBLE ACTION TO PURCHASE LOT <br /> TWENTY-FIVE (25), WEST ROADS ESTATES, THIRD SUBDIVISION, HALL COUNTY <br /> NEBRASKA— Deputy County Attorney Jack Zitterkopf, County Assessor Jan Pelland and <br /> County Treasurer Peg Pesek were present. Mr. Zitterkopf stated he wanted to give some <br /> background information. The board directed him to foreclose on the tax sale certificate on Lot <br /> twenty-five (25)West Roads Estates and the documentation was filed. There were numerous <br /> defendants and the property was still in the deceased parties' names so they had to publish <br /> notice of the action and it was put on the Sherriff's sale so they could collect the unpaid taxes, <br /> interest and now there are additional court costs. The sale was held last Thursday and there <br /> was one other party and Mr. Zitterkopf represented the county. This is a water detention cell so <br /> the county bid $1.00 and there were no other bidders so it was sold to the county. He is <br /> requesting that the county board approve the purchase of this property. He questioned if the <br /> taxes could be forgiven and because it is for a public purpose. In addition to this there will also <br /> be taxes for two more years on this same piece of property. Unfortunately there is also one <br /> more detention cell in the same subdivision that will have to be handled he same way. He <br /> questioned if the property is of no value can the taxes could be forgiven. Now the county will <br /> have to maintain the detention cell and expressed concern regarding liability issues for the <br /> county. <br /> Ms. Lancaster questioned why detention cell would not be for a public purpose and stated there <br /> has to be a way to get this resolved. <br /> Mr. Arnold questioned what the county's liability would be on a tax sale. Mr. Zitterkopf stated <br /> that by taking action to purchase this would put a halt to the expense and questioned if it is <br /> owned by a governmental subdivision if there would be tax liability. He needs to have the <br /> approval to purchase the property. <br /> Arnold made a motion and Lancaster seconded to approve the purchase of Lot twenty-five (25) <br /> West Road Estates Third subdivision Hall County Nebraska. <br /> 3 <br />
