have to go out for bids and the new program will have to match the current phone systems. The
current voice mail system has been in placed since 2004 and has outlived its usefulness and
the new system will be integrated with Microsoft Outlook because the current system does not
work with the new version of outlook and they have been struggling with it.
Mr. Arnold stated that it would be over$25,000.00 and that was based on a quote from 2 years
ago. The request for bids is brand specific in order to work with the current system.
Ms. Lancaster questioned if it would work with outlook or on the phone. Mr. Drudik stated that it
can be a voice mail attachment as an e mai and this will make it more efficient.
Mr. Arnold questioned if they could set up other voice mail boxes and Mr. Drudik stated that
could set up a general mail box and a call to a board member could be sent as an e mail
attachment.
Arnold made a motion and Ziola seconded to set the bid opening for May 6, 2014 at 10:00 a.m.
for the replacement voice mail system. Arnold, Lancaster, McFarland, Purdy, Quandt,
Schuppan and Ziola all voted yes and none voted no. Motion carried.
6. 10:00 A.M. - PUBLIC HEARING TO APPLY FOR FINANCIAL ASSISTANCE FROM THE
FEDERAL TRANSIT ADMINISTRATION FOR OPERATING ASSISTANCE TO PROVIDE
GENERAL PUBLIC TRANSPORTATION - Lancaster made a motion and Ziola seconded to
open the public hearing. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all
voted yes and none voted no. Motion carried.
Dustin Butler and Theresa Engelhardt were present. This is to apply for financial assistance for
public transportation.
Chairman McFarland called for public participation. No one responded.
These funds currently go through the county and they are expanding their services.
Mayor Vavricek came to the center and he sated he supports the expanded services. They are
taking a poll to see how they can best serve the public. They may look at some evening hours
or offer service on Saturday mornings. Ms. Engelhardt stated they are receiving more
transportation dollars and they want to increase services. They have a good fleet of buses so
they want to use the extra dollars to expand the hours of operation.
Ms. Lancaster stated that they have become more and more efficient, now they have the drivers
do some of the general maintenance on the buses. The additional matching dollars have
enhanced the budget. The city currently reimburses the county at 100% of the operating
expenses.
Ms. Engelhardt stated that people that are taking GED classes will now have to go the Central
Community College to take them so there will be a need for public transportation from 6 to 9 in
the evening. With the additional operating expenses they want to expand their hours.
Mr. McFarland asked when the city will take over the program. Lancaster stated that there is an
interlocal agreement with the city and there are still rural dollars that can be used. The interlocal
agreement addresses this they do not want to lose the services. The city has hired a person to
address the public transportation for the city.
4
