would like to discuss with the contractor the starting dates. They recommend awarding the <br /> contract to the low bidder JIL Asphalt and negotiating the contract payment dates. <br /> Schuppan made a motion and Ziola seconded to award the bid to JIL Asphalt. Arnold, <br /> Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. <br /> Motion carried. <br /> Mr. Sherlock stated that the terms of the contract will need to be changed so he will consult with <br /> Mr. Zitterkopf and have the contract signed in two weeks. <br /> 16. DISCUSSION AND POSSIBLE ACTION REGARDING COURTHOUSE PROJECT <br /> Mr. Schuppan stated that he appreciates Mr. Arnold's thoughts on the new building but he <br /> would like to have it as an option. <br /> Mr. Lancaster reference the anonymous letter that the board members received regarding a <br /> government center and that had been discussed. She is not in favor of moving the courthouse <br /> and noted that the first bond issue for the fail failed and expressed concern that this option <br /> would have to be a bond issue. She noted how the renovations at the Veterans home could <br /> save dollars. She wants to insure that we preserve the courthouse and that we can e proud of <br /> that in the long run. We need to have vision and she is not in favor of a different location. <br /> She is in favor of B1 not B3 and concern that another option would just delay the whole process. <br /> Mr. Schuppan expressed concern that we do have other needs in the county but they also need <br /> to make a decision. This will affect the entire county. <br /> Mr. Purdy questioned by the board couldn't look at another option he thinks they deserve that. <br /> Mr. Arnold stated that when they looked at the financing a new building would double the cost <br /> and could require a bond issue and he has concerns that that would not be supported by the <br /> voters. Could we service the debt? <br /> Mr. Quandt stated that is hard to believe that at one time all of the county functions were in one <br /> building. He is in favor of B1 but would like to look at the locating at the jail. The courthouse will <br /> be full because there are a number of entities that could be moved into the court house. He is <br /> in favor of B1 and look at the option to move it out to the jail location. <br /> Mr. Ziola stated that he is in favor of B1 it would clean up the campus and get rid of the old <br /> buildings. <br /> Lancaster stated that she has listened to the discussion and is in favor of B1. <br /> Lancaster made a motion and Ziola seconded to move forward with option B1 only. <br /> Mr. Schuppan stated that he thought the board voted at the last meeting to look at 2 option not <br /> one. <br /> Mr. Purdy also stated that they voted to look at 2 options and now they are looking at one. <br /> Mr. Arnold stated that Mr. Quandt put this on the agenda again and the board is divided on this <br /> and this will keep it divided. <br /> 5 <br />
