PUBLIC PARTICIPATION —Chairman McFarland called for public participation and no one <br /> responded. <br /> 9:30 A,M. Held a Board of Corrections meeting. <br /> 9:50 a.m. Adjourned the board of Corrections' meeting and returned to the regular meeting. <br /> COUNTY ATTORNEY—Mr. Zitterkopf stated that he did not have any items listed but stated <br /> that his first job was as a prosecutor but he does not go to court very often and he also assists <br /> Mr. Young. On a daily basis he is called by elected officials to help them do their jobs better. <br /> 16. DISCUSSION AND POSSIBLE ACTION REGARDING COURTHOUSE PROJECT <br /> Mr. Quandt stated questioned if the board should look at building a new courthouse and asked if <br /> the board wanted to look at changes. <br /> Mr. Schuppan stated that maybe they need to look at a new building by the jail. A new building <br /> may not be an option but he would like to see some drawings and have some feedback from the <br /> public. Mr. Quandt agreed that there would be no harm in looking at it. <br /> Mr. Arnold expressed concern that for a new facility we would have to more than double the <br /> space for a new building and we do have some idea of the cost. He is not willing to forget about <br /> the Courthouse it is not a building that can be made into office space and we will still have the <br /> cost of the current upgrades. He also expressed concern that the location at the jail may not be <br /> a good location because of the railroad tracks and they may be issue with the site development. <br /> He does not want to give up on the historic courthouse. <br /> 6A) PUBLIC WORKS — 10:00 A.M. FOR BID OPENING FOR WEBB ROAD PAVING PROJECT <br /> C40 (261-3) —the bids were received and read: <br /> BIDDER DESCRIPTION TOTAL BID START DATE BID BOND <br /> Diamond Engineering concrete $654,132.54 9/02/2014 yes <br /> ALTERNATE BID DESCRIPTION TOTAL BID START DATE <br /> Gary Smith Construction asphaltic concrete $462.000.00 06/09/2014 yes <br /> Jil Asphalt asphaltic concrete $429,095.00 06/16/2014 yes <br /> Vontz Paving Inc asphaltic concrete $469,904.00 June or Sept yes <br /> 2014 <br /> Ziola made a motion and Purdy seconded to refer the bids to public works and come back with <br /> a recommendation. Mr. Sherlock stated that the bids were under the engineers estimates. He <br /> has budgeted $250,000.00 for this fiscal year and next fiscal year. <br /> Chairman McFarland Called for a 10 minute recess to review the bids. <br /> Returned to regular session at 10:35 a.m. <br /> Mr. Sherlock stated that there are two kinds of materials asphalt and concrete, concrete has the <br /> advantage but the cost of asphalt is less and the low bid is $230,000.00 They discussed the <br /> start date and the bidder proposed start date is one day before the end of the fiscal year so they <br /> would not be able to pay this out of this fiscal year. In the months of July and August they are <br /> only allowed to spend 1/12 of the budget so they would not be able to pay for the contracts. He <br /> 4 <br />
