13. DISCUSS AND APPROVE PLACEMENT OF BALLOT BOX FOR ELECTION <br /> COMMISSIONER— Election Commissioner Dale Baker was present and she is requesting to <br /> place a ballot box so absentee ballots can be returned anytime of the day. This was discussed <br /> with building and grounds and they found a location that will be contusive to traffic in the parking <br /> lot. <br /> Mr. Ziola questioned if it would b e better to place it in the lobby at the Law Enforcement Center <br /> so it would be secure but Ms. Baker stated she would like 24 hour access and if it is destroyed <br /> that is a federal offence. She stated that several other counties have done this. <br /> Ms. Lancaster stated she appreciates that this came to the board. They also changed the <br /> space of the opening so that should help prevent access to the box. This is a huge efficiency <br /> issue and a service to the public it is well lighted and they can drive through and interfere with <br /> the parking lot. Ms. Baker stated that if it doesn't work it can be removed. <br /> Ziola made a motion and Lancaster seconded to place the absentee ballot box east of building <br /> and grounds. Ms. Baker stated that early voting starts April 7th. Arnold, Lancaster, McFarland, <br /> Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. Motion carried <br /> Chairman McFarland called for a 5 minute break. <br /> 6. DISCUSSION AND POSSIBLE ACTION REGARDING COURTHOUSE PROJECT OPTIONS <br /> Ms. Lancaster asked Board Assistant Stacey Ruzicka to review the specifics regarding the tax <br /> rate and how it would be affected. She stated that we are currently at .4399 cents and the <br /> additional rates for the project cost were included in the spread sheet. A $10 million 20 year <br /> bond issue would be .0168. There is the 50 cents lid limit this general obligation bond is not a <br /> voting issue it is a limited tax bond. <br /> Mr. Quandt stated that Public Defender Jerry Piccolo and County Attorney Mark Young would <br /> like to address the board. They have had discussion regarding the possibility of a separate <br /> juvenile court. State statute requires a juvenile court if the population is over 75,000 there is <br /> already discussion regarding a full time district judge, so they want to be sure to include the <br /> additional space that may be required. Mr. Ziola stated that if there is additional space it could <br /> also be used for the mental health board hearings. Mr. Young stated that they certainly want to <br /> look at new technology that may be available. Mr. Piccolo stated that juvenile law is entirely <br /> different than 25 years ago. <br /> Lancaster stated that this was just discussed there would be 3 court rooms in the historic <br /> courthouse and if they build 4 more and provide a hearing room this should be ample space. <br /> We need to build for 50 to 75 years out. Lancaster stated that we need to rely on the <br /> professionals for the information. <br /> Mr. McFarland stated he appreciated the information as the county has grown we have to <br /> address how we do business. <br /> Mr. Quandt stated that he would like to use Option B1 but to add a third story. There is the sally <br /> port and he questioned if it couldn't be expanded to a full floor. <br /> Mr. McFarland stated he hopes that the board can go back to Dewberry with some options. <br /> Quandt made a motion and Lancaster seconded to use option B 1 but to expand the lower area <br /> 6 <br />
