Mr. McFarland questioned if it would be used in the future and Mr. Sherlock explained that the <br /> hammer that they have is a 10 inch hammer and if a bridge has a 12 inch piling this hammer will <br /> not work. There are minimum standards for most bridges and any bridge over 32 feet long will <br /> need additional pilings. So they need a larger hammer. <br /> Mr Quandt questioned if they had to go out for bids. Mr. Zitterkopf stated that this is piece of <br /> equipment that is not on the open market. So under the county purchasing act it is a unique <br /> item and the purpose of the ad in the paper was to provide notice of the proposed purchase to <br /> the public. <br /> Ms. Lancaster supports the purchase and stated it is a good way to do business the procedure <br /> was the concern. <br /> Schuppan made a motion and Purdy seconded to approve the purchase with Adams County for <br /> the diesel pile driving hammer. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and <br /> Ziola all voted yes and none voted no. Motion carried. <br /> 7. MID PLAINS CENTER FOR BEHAVIORAL HEALTH — UPDATE REGARDING DAY <br /> REPORTING - Corrie Edwards was present to update the board regarding the day reporting. It <br /> opened in mid December and they bill at $100.00 a day where the Madison facility bills at <br /> $300.00 a day. They have served 25 youths since it opened. The crisis support services offers <br /> youth and families a safe place to de-escalate a crisis situation in place of hospitalization. It <br /> provides evaluations, comprehensive safety planning and treatment coordination to available <br /> services. They provide services 24/7 and have a trained staff to prevent placement out of <br /> county. <br /> Mr. Arnold stated that these services are necessary in his experience when kids are out of <br /> control the parents may not have the necessary tools that they need to solve the issues. <br /> Ms. Lancaster stated that the financial status of Mid Plains was concern but Ms. Edward has <br /> done a good job and it is vital to have these services available in the community. In Hall County <br /> our juveniles come first. Mr. McFarland thanked her for the update. <br /> Chairman McFarland called for a 5 minute break. <br /> 11. DISCUSSION AND POSSIBLE ACTION REGARDING FINANCING FUTURE <br /> COURTHOUSE PROJECT- Mr. Schuppan stated that there has not been much discussion <br /> regarding the financing for the Courthouse expansion. The audit committee has not discussed it <br /> and he would assume that the facilities committee has thought about the questions on a bond <br /> issue or using dollars from the inheritance fund. Board Assistant Stacey Ruzicka stated that <br /> State Statute 23-120 addresses some of these issues. <br /> Mr. Zitterkopf stated that he will look at the statute. He questioned if the county has a goal for <br /> this project. He noted that the Grand Island Public School system has meetings to get the public <br /> involved. Should we do the same and see what the options are. Mr. Schuppan stated he gets <br /> questions every day regarding the money and how much it will increase their taxes. This needs <br /> to be discussed. <br /> Ms. Lancaster stated that the HVAC and the additional space is a given and we may have a full <br /> time third district judge in the future.
