6 C. PUBLIC WORKS -AUTHORIZE PUBLIC WORKS DEPARTMENT TO SELL SURPLUS <br /> EQUIPMENT The list of the surplus equipment was provided to the board members. This has <br /> not been to the committee. Mr. Schuppan stated that these are items that just need to be <br /> disposed of. Ms. Lancaster asked if these items were offered to other departments but Mr. <br /> Sherlock stated that these items were purchased with road funds so they are not to be <br /> transferred. <br /> Schuppan made a motion and Purdy seconded to sell the surplus equipment. Arnold, <br /> Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. <br /> Motion carried. <br /> B. DISCUSS AND APPROVE INTERLOCAL AGREEMENT WITH ADAMS COUNTY FOR THE <br /> JOINT PURCHASE OF ROAD EQUIPMENT—This is to address the proposed joint purchase of <br /> equipment with Adams County. Mr. Zitterkopf suggested that there should be an interlocal <br /> agreement. They have jointly owned equipment in the past but did not have an interlocal <br /> agreement. Discussion was held on insurance and that is addressed on paragraph 7 and 8 and <br /> Mr. Sherlock also noted paragraph 4. <br /> Mr. Ziola noted that Hall County's cost would e $22,000.00 for their share and Mr. Sherlock <br /> stated the cost would be absorbed in his budget. He had budgeted dollars for other equipment <br /> purchases and the bids came in lower so there are dollars left in these line items. Mr. Ziola <br /> expressed concern on the fact that this large amount could be absorbed in his budget. <br /> Ms. Lancaster stated a budget is an estimate there was no intent to inflate and it was fortunate <br /> that he could take it out of his budget because another purchase came in lower. <br /> Mr. Arnold stated the departments are encouraged to be frugal and line items are budgeted but <br /> bids can come in lower we do not want to do a disservice to the departments. The board needs <br /> to look at departments that transfer dollars to the equipment and improvement reserve and that <br /> is an indicator that the budget may be inflated. The inter-local agreement is a good thing. <br /> Mr. Quandt stated that he would have liked to have the e mail before they read it in the paper. <br /> Mr. McFarland expressed concern that this did not go to the committee. <br /> Stacey stated that interlocal agreements are for budgeted items and capital improvements are <br /> based on budgeted numbers. <br /> Ms. Lancaster stated that interlocal agreements are important and this is a large expenditure. <br /> The public and the board members need to be informed. The county needs to stay above board <br /> and be diligent about the way we spend dollars. <br /> Mr. Schuppan stated that they are discussing it now. <br /> Schuppan made a motion and Arnold seconded to approve the interlocal agreement with <br /> Adams County for the joint purchase of road equipment. Arnold, Lancaster, McFarland, Purdy, <br /> Quandt, Schuppan and Ziola all voted yes and none voted no. Motion carried. <br /> 6. PUBLIC WORKS -A. DISCUSSION AND ACTION TO AUTHORIZE PURCHASE WITH <br /> ADAMS COUNTY OF A DIESEL PILE DRIVING HAMMER— Mr. Sherlock stated that if they do <br /> not purchase a hammer he could rent the equipment. <br /> 3 <br />
