4B POSSIBLE ACTION ON REAL ESTATE PURCHASE - Ziola made a motion and Lancaster
seconded to approve Resolution #14-003 A RESOLUTIONS TO WITHDRAW HALL COUNTY'S
OFFER TO PURCHASE THE "ONE STOP BUILDING" LOCATED AT 1306 WEST THIRD
STREET FROM THE CITY OF GRAND ISLAND - Lancaster stated that the action that the
board is taking is spelled out in the resolution. Initially it was determined that the property would
work for temporary quarters for the courthouse during the renovations. They had looked for
other buildings and did not find anything. The judges need a building that is secure, safe and
functional so a proposal was prepared and submitted by the county. The City and County
Attorneys put together a purchase agreement and the agreement allowed for inspections to
make sure that the building met the standards that would be required by the county. The City
council has not acted on this agreement and the county has continued to look at the building.
There are several concerns, the building has a 1 inch water main and the HAVC is not
adequate. As many as 500 people a day go in and out of the courthouse. By using a temporary
space they thought it would be better than trying to do the work while the people were present
and when they put together some estimates they thought it would save money and they would
have a building to sell. She wants the public and the media to understand. The county did not
have earnest money for this purchase.
Chairman McFarland called for further discussion and no one responded.
The vote on the motion to approve resolution #14-003 was taken. Arnold, Lancaster,
McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and no one voted no. Motion
carried.
4
