11. CONTINUED DISCUSSION REGARDING THE PURCHASE AGREEMENT FOR THE <br /> SOUTHERN PUBLIC POWER BUILDING— Mr. Arnold stated we need to be cautious about this <br /> issue and allow time before we sign a purchase agreement. <br /> Mr. Purdy expressed concern that we have no idea what it is going to cost to remodel we have <br /> not talked to professionals about the cost. He does not want to purchase the building before we <br /> know what the costs will be. We have 6 proposals and none of them suggested moving the <br /> courts out of the Courthouse. He wants to wait and see some figures. <br /> Ms. Lancaster noted that the board met twice in executive session and discussed what might <br /> need to be done and she thought people were comfortable in submitting the proposal. This was <br /> discussed with the judges and they expressed concern about interruptions when they are <br /> having a trial. The contractors said the cost will double if they have to work different hours. <br /> They are not sure if the annex can hold everyone so the contractors may still have to work <br /> around people. They looked at other buildings but they did not meet our needs so there is <br /> interest in these larger buildings. They also contacted the sheriff and he felt that this building <br /> could be secured. <br /> Mr. Ziola stated that the amount and type of work that needs to be done they need to have the <br /> offices move out we do not know if there will be heat or air-conditioning when they are working <br /> on the system and there would be an issue of cleaning up the building when they are working. <br /> The people want this to be a functional courthouse so it would be best to move out and let the <br /> contractors have access to the building and do the work. <br /> Mr. Schuppan noted that if the building needs to be quite there are train tracts behind the SPPD <br /> building and he questioned if there even enough space. We do not know any details <br /> Mr. Arnold stated that he is not against this he just wants to wait on the purchase agreement <br /> until there is more information available. If the courts are moved it may be years before they <br /> return. He wants to make sure that we cannot use the courthouse annex and wait before we <br /> spend tax payer's money. <br /> Mr. Quandt stated the board is facing the ultimate courthouse challenge it has been neglected <br /> and the 2 million only fixes the heating and air and there isn't any additional space. It the <br /> system goes down where will the judges go? The purchase of this building will give us the time <br /> to fix the courthouse. We have an opportunity to move forward. <br /> Mr. Arnold also noted that if sound is an issue the Lincoln and Broadwell crossings are not part <br /> of the silent crossing there is a train about every 10 minutes, so the court rooms will have to be <br /> sound proofed . He just wants some time, the city asked for 6 months we can ask for 60 days. <br /> Mr. Purdy noted that Hall County has not discussed this for very long Buffalo County worked on <br /> it for 10 years. <br /> Ms. Lancaster asked Mr. Zitterkopf to review the contract to verify if t allows for inspections and <br /> He stated that in paragraph 2.1.4 it addresses the inspections. <br /> Mayor Jay Vavricek was present and noted that there is a motion to approve the agreement. <br /> Several years ago the city reviewed what was not serving the highest and best needs for the <br /> city and they followed through with the request for proposals for this building. He would support <br /> 6 <br />
