Mr. Zitterkopf stated he delivered a draft to the City Attorney on December 26, 2013 and the
City Attorney responded to him yesterday with a change regarding the real estate taxes and the
city is requesting 6 months to remove their belongings from the building. Mr. McFarland
expressed concern because the county is under pressure to get started this need to be
discussed. Ms. Lancaster also expressed concern that the 6 months would hinder the counties
progress. Mr. Zitterkopf suggested 60 days would be a good number.
Mr. Schuppan expressed concern on what the cost may be and that they are moving too fast.
He questioned what the cost per square foot would be to remodel. He also noted that they have
not seen the proposals from Dewberry.
Mr. McFarland noted that if the people stay in the building it will cost twice as much for the
renovations.
Mr. Schuppan stated that there are no hard facts he heard $13.00 a square foot to $25.00 a
square foot we are shooting in the dark we need numbers and facts.
Mr. Arnold questioned what the counties obligations' would be regarding the response to the
re q uest for proposals and
he asked if the county could withdraw the response. Mr. Zitterkopf f
stated the response would be firm for 90 days and the city could reject the proposal. He did not
review the language in the RFP. Mr. Arnold also questioned what would happen to the earnest
money. He stated that he supported the offer under the assumption that there was no way to
use the annex judges. He questioned if the udges were OK with the relocation off campus.
q
The legal system is built on the location of the court house if relocated there would be significant
costs in travel. He stated that it is too soon to make a decision today, we need to use the 90
days to review and bring back information.
The discussion will be recessed regarding the purchase agreement and open the bids for public
works.
8.
