<br />Neal Kel+y, Representative for Communications Workers of America was persent
<br />along with 4 employees of Public Works Department, Tom Galles, Joe Lempke,
<br />Dave Argent and Troy Hughes. Public Works Director Dan Hostler was also present.
<br />Discussed with the Board members was the proposal of four - ten hour work
<br />days instead of'five - eight hour work days. Kelly presented written copies
<br />of figures and cost estimates of savings of four days over five days worked.
<br />Questions were asked and answered. Discussion ended at 2:00 P.M.
<br />Supervisor Frauen arrived at meeting.
<br />Discussion on the new parking lot to be located between Courthouse and Social
<br />Service building. Have proceeded with the parking lot, will make 7 parking
<br />stalls and at present time will designate 2 for District Judges, 2 for County
<br />Judges and 1 for County Clerk Magistrate and other two to be open parking.
<br />
<br />Discussion on the fence requested for impound area for County Sheriff's Depart-
<br />ment to be located at new Weed Control Building location.
<br />Motion by Leslie, seconded by Frauen, to proceed with building the impound
<br />fence if funding is available in Sheriff's budget. On roll call vote Abernethy,
<br />Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no.

<br />COMMUNICATIONS:
<br />
<br />(1) Invitation to Central NE ARC and Hamilton Co. ARC open house on Tuesday,
<br />April 28, 1992 from 4:00 to 8:00 p.m. at 2536 N. Carlton, Grand Island
<br />to meet and welcome Becki Koehler, Area Director Mid NE Individual Services.
<br />
<br />(2) Fax letter from Communications & Civil Defense Director in regard to the
<br />Disaster exercise scheduled for GI-Hall Co Thursday, September 17, 1992
<br />and recommendation that funds be budgeted by City and County to pay the
<br />overtime hours for Police, Fire/Ambulance and Sheriff employees. Requested
<br />$504.00 from County for Sheriff, 6 deputies for 4 hours.
<br />
<br />(3) David M. Griffith & Associates in regard to applying for direct and indirect
<br />costs to be reimbursed to County for space provided to Nebraska Department
<br />of Social Services offices.
<br />
<br />(4) Notice from GAB Business Services Inc, that NIRMA will be unable to provide
<br />any defense or costs of defense for the Robinson vs Hall County court case.
<br />
<br />(5) State of Nebraska Department of Roads, report of diagnostic inspections on
<br />four'Burlington'Northern railroad crossings and one Union Pacific Railroad
<br />crossing in Hall County.
<br />Motion by Quandt, seconded by Leslie to refer to Public Works Director and
<br />Committee for recommendation on proceeding with the possible closing of the
<br />railroad crossings. On roll call vote Abernethy, Frauen, Hartman, Leslie,
<br />Quandt, Wright and Landis voted yes, none voted no. Motion carried.

<br />COMMITTEE REPORTS:

<br />The Building and Grounds Committee recommends the following:
<br />
<br />1. Having the Hall County Building Inspector ask the Grand
<br />Island City Building Inspector to meet with him and inspect
<br />the Clerk of the District Court's vault to determine if it
<br />can support a, 6,833-pound Lektriever ,machine.
<br />
<br />2. Installing the proposed fence to provide for an
<br />impoundment area near the Weed Control building.
<br />
<br />Motion by Abernethy, seconded by Quandt to accept the building & groun6s commi-
<br />ttee recomendations. On roll call vote Abernethy, Frauen, Hartman, Leslie,
<br />Quandt, Wright and Landis voted yes, none voted no. Motion carried.

<br />Abernethy reported on Visitor's Promotion meeting she attended. Also she and
<br />Leslie had attended the second session of Diversion Program at CNCA. She had
<br />attended a meeting of Special Group on Senior Citizen needs.
