<br />9~r'- gas- <br /> <br />..~ <br /> <br />Ellen Merrill, Marvin Webb and Rick Stepanek came to the Board with an <br />ADA report on the Health Department and Social Services restrooms and <br />their conversion to meet ADA requirements. Webb met with Ed Edwards, <br />Health Department and Stepanek concerning the changes in these areas. <br />Merrill reported that it would cost $45 an hour for Mr. Webb to draw up <br />specifications and take approximately 10 hours. They felt the need for <br />bids and specifications on this project. The Board was asked for an <br />ok on having Mr. Webb do this. Motion made by Abernethy, seconded by <br />Leslie to hire Mr. Webb to write the specifications for the unisex <br />handicap accessible restroom in the health department. Abernethy, <br />Frauen, Hartman, Leslie and STelk voted yes, Quandt voted no, Landis <br />abstained. Motion carried. <br />Merrill reported the restrooms in the Courthouse at the main entrance <br />will become an accessible womens restroom. In the Social Services <br />building there will be a 2 stall unisex restrooms with the expectations <br />of under $10,000. Asked for specifications on this one mainly because <br />of the overhead plumbing in this building. Frauen made motion, seconded <br />by Leslie to have Mr. Webb to draw up specs on this project. Abernethy, <br />Frauen, Hartman, Landis, Leslie and Stelk voted yes, Quandt voted no. <br />Motion carried. <br />Merrill reported that the Courthouse elevator project is expected to be <br />advertised before Christmas, it will take 11 or 12 weeks for the <br />elevator to be delivered and one week to tear out the old elevator <br />and five weeks to install the new one. The elevator will be out the <br />entire month of May. This project will require additional power to be <br />wired in from the jail, because the panel in the courthouse is currently <br />full. The Courthouse fire panel is now in a back room in Joel Dalton's <br />office, and they have told us it needs to be moved and would cost about <br />$18,000, but now if we get an annunciator panel it would only cost $450 <br />to have it repeated at the front. The Board agreed to spend the $450. <br />Merrill reported that the courthouse doors need to be replaced with <br />automatic doors and these guidelines have been put on reserve and it <br />will not be necessary by January 26th. A complaint has been made and <br />we have already started the process and should be ok. The problem <br />with the courthouse is in bad weather the doors get stuck, so that <br />automatic doors would not work. The doors will need to be replaced so <br />that they can retract and expand if needed because of the weather. <br />This is for the main entrance on the north of the building. $6000 <br />has been budgeted for this. Entrance indicator strips have been <br />placed on reserve and aren't needed by the January 26th deadline. <br />Another item reported was that an area of rescue assistance is <br />needed on each building that has a second floor, so that if a wheel <br />chair person is on the second floor and the elevator doens't work there <br />is a place for them to go for one hour fire rated. Approval needed <br />to meet with the Fire Marshall to see if the current jury room that is <br />right by the doors that go down the front on the second floor would be <br />ok if something was put on the doors. Two-way communications devices <br />need to be installed in these areas so that the firemen can communicate <br />with them from the fire panel downstairs. Also need to have a plan <br />for deaf notifications if a fire occurred. Will come back with <br />the specifications later. <br /> <br />.. <br /> <br />Frauen left meeting at 11:20 A.M. <br /> <br />Susan Nadolski, Family Violence Coalition, discussed with the Board <br />the need of her office to be near the courts and police offices. She <br />would consider moving perhaps on temporary bases, but later wants back <br />into the courthouse. <br />Judge Bush and Martin and Alice Mahood was put on the agenda for <br />December 13th and will be asked to talk to the Board about their <br />needs in the courthouse. <br /> <br />Nelson Helm, Regional Planning, gave the quarterly report for his <br />department. Reported that he had a summer interim in the office who <br />worked out real well. <br /> <br />Board recessed until 2 P.M. <br /> <br />2 P.M. - Abernethy, Hartman, Leslie and Quandt present, no quorum; <br />therefore communications were passed around for reviewing. <br />2:15 P.M. - Landis arrived - meeting continued. <br /> <br />COMMUNICATIONS <br /> <br />West Nebraska Juvenile Service - rate increase <br />County Attorney - relocating of Family Violence <br />James Fosket - Family Violence relocating <br />Judge Bush - Family Violence relocating <br />Judge Martin - Family Violence relocating <br />
