Abernethy, Frauen, Hartman, Landis, Leslie, Quandt, <br />and Stelk voted yes, none voted no. Motion carried. <br /> <br />~ <br /> <br />Two agreements with State of Nebraska Department of Roads were presented. <br />Dan Hostler Public Works Director explained the agreements and the locations. <br />one is Project Number STPD-30-4 (135) Wood River - Grand Island and the other <br />is Project Number F~28l~2(1010), St Libory No & So. <br />Motion by Frauen, seconded by Leslie to approve and authorize chairman <br />to sign agreement for Wood River-Grand Island project as presented. Aber- <br />nethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none <br />voted no. Abernethy, Frauen, Hartman,' Leslie, <br />Quandt and Stelk voted yes, none voted no, 'Landis abstained due to conflict <br />of interest as owns gravel pit. Motion carried. <br /> <br />Dan Hostler, pubiic Works Director spoke in regard to the FEMA reimbursement <br />March 1993 flood and request from Communications-Civil Defense Director for <br />share of administrative costs. <br />Motion by Quandt, seconded by Landis to pay road fund the FEMA reimburse- <br />ment. Hartman, Landis and Quandt voted yes, Abernethy, Frauen, Leslie <br />and Stelk voted no.' Motion failed to carryon 3 yes, 4 no vote. <br /> <br />10:30 PUBLIC HEARING FOR HALL COUNTY 1994 ONE AND SIX YEAR ROAD PROGRAM. <br />Affidavit of publication was read as published in Grand Island Indepen- <br />dent on February 12, 1994 and the rescheduled notice published on February <br />25th and February 26, 1994. <br />Dan Hostler, Public Works Director explained the $1,429,000.00 one year <br />road program of which $490,000.00 is county funds, $59,400.00 Soft match <br />funds; $59,400~00 State funds; $475,200.00 Federal funds and $345,000.00 <br />from Inheritance fund. <br />Discussed the request from School District #3 for one mile road. <br />Mbtion by Laildis , seconded by Frauen to add the Cedar Hollow -'School District <br />#3 request to the one year road program, estimated cost $7500.00 (project <br />C-40(265). Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk, <br />voted yes, none voted no. Motion carried. <br /> <br />There were 5 present in audience for public hearing. <br />Jerald Buettner, 6563 S. Monitor Road Grand Island spoke in regard to the <br />one year road program and requested the traffic count on roads be considered <br />in future plans when preparing the program. <br />Nelson Helm, Regional Planning Director stated written letter on file from <br />Regional Planning Commission recommendation the proposed one and six year <br />program be approved as presented and commended Hostler for providing an <br />informative and understandable document for their review. <br /> <br />No others spoke in support or opposition to the one and six year road pro- <br />gram as presented. <br /> <br />Motion byStelk, seconded by Frauen to close the Public Hearing.
