<br />Received the David M. Griffith & Associates, 'Countywide Cost Allocation
<br />Plan for fiscal year ending June 30, 1992.
<br />~ Motion by Landis, seconded by Abernethy to accept and authorize Chairman
<br />to sign the Certification for the Griffith report as of June 30, 1992.
<br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none
<br />voted no. Motion carried.

<br />Motion by Landis, seconded by Leslie to authorize Chairman to sign contract
<br />with Wood River School for County Superintendent of School position after
<br />Deputy Attorney Janulewicz and Wood River School Attorney review the contract
<br />and County Board Committee reviews final contract. Abernethy, Frauen,
<br />Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no. Motion
<br />carried.

<br />Chairman recessed the meeting at 11:43 a.m. Returned to regular session
<br />at 1:30 p.m. with all County Board members present.
<br />
<br />Deputy Attorney Jerom Janulewicz was present. Discussion on participation
<br />restrictions on Hall County Keno Lottery. -Janulewicz reviewed the State
<br />Statute in reference to LB563. Each board member was given copy of Hall
<br />County Resolution #1486 adopted April 20, 1993. Attorney Janulewicz
<br />to prepare resolution for next week's meeting for County Board's considera-
<br />tion.

<br />Discussion on electric fences on county road right of way.
<br />Motion by Stelk, seconded by Abernethy that letters be sent out to land
<br />owners in regard to removal of electric fences on county road right of ways.
<br />Abernethy, Quandt and Stelk voted yes, Hartman, Frauen and Landis voted no,
<br />Leslie abstained. Motion failed to carry. Letters will not be sent.

<br />Discussion on setting salaries for 1995-1998 terms of county offices.
<br />
<br />Motion by Abernethy, seconded by Stelk to pay $25.00 per meeting for Weed
<br />Board members and $50.00 per meeting for Chairman, effective with new term
<br />of office. Abernethy, Quandt and Stelk voted yes, Hartman, Frauen and
<br />Leslie voted no, Landis abstained. Motion failed to carry of 3 yes, 3 no
<br />1 abstained vote.

<br />Discussion on county elected office, salarfes---for- Y995=1998---i:.e~:rn of office.
<br />Motion by Hartman, seconded by Landis to freeze elected official salaries
<br />for 2 years, then $500.00 per year for 3rd and 4th year, with County Assessor
<br />Office_$lOOO.OO per year for 3rd and 4th year. Hartman, Leslie, and Landis
<br />voted yes, Frauen, Abernethy, Quandt and Stelk voted no. Motion failed to
<br />carryon 3 yes, 4 no vote.

<br />Chairman Quandt gave the gavel to Vice Chairman to conduct meeting.
<br />Motion by Quandt, seconded by Frauen to freeze all elected officials
<br />salaries for 4 year term. Quandt and Landis voted yes, Abernethy, Frauen,
<br />Ha~tman, Leslie, and Stelk voted no. Motion failed to carryon 2 yes, 5 no
<br />vote.

<br />Chairman Quandt returned to chair for balance of meeting.

<br />Motion by Frauen, to set $250.00 a year for each of 4 years. Motion died for
<br />lack of second.
<br />
<br />Motion by Stelk, seconded by Abernethy, all elected officials $320.00 a year
<br />for each of the 4 years with County Assessor to receive $600.00 a year for
<br />each of the 4 years. Abernethy, Frauen, Landis, Leslie and Stelk voted yes,
<br />Hartman and Quandt voted no. Motion carried on 5 yes, 2 no vote.

<br />Motion by Hartman, seconded by Leslie to freeze County Board member salaries
<br />for 4 year term of office. Abernethy, Frauen, Hartman, Landis, Leslie and
<br />Quandt voted yes, Stelk voted no. Motion carried on 6 yes, 1 no vote.

<br />Motion by Hartman, seconded by Leslie to continue to pay full Health Cover-
<br />age in addtion to salaries set for the four year term of office. Abernethy,
<br />Frauen, Hartman, Landis, Leslie and Quandt voted yes, Stelk voted no. Motion
<br />carried on 6 yes, 1 no vote.

<br />Discussion on setting salaries for office deputies.
<br />Motion by Hartman, seconded by Frauen to let the elected officials set
<br />the deputy salaries. Following discussion, motion and seconded was withdrawn.
<br />
<br />Motion by Landis, seconded by Stelk that all salaries for county office deput-
<br />ies be 75% of elected officials base salary and those exceeding the 75% be held
<br />until such time as total compensation does not exceed 75% of base salary.
<br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none
<br />voted no. Motion carried.
