None were asked. <br /> <br />Ellen Merrill, ~q~~d Assistant who had prepared the County budget reported <br />on corrections \~: Miscellaneous general budget to reduce line 2-4404 <br />Planning costs to $51,342.00 to reflect 12 month budget. The Veterans <br />Aid Fund was changed to relect operating request to be alloted in monthly <br />payments. County Assessor had given her the. Hall County Valuation of <br />$2,027,969,467. making the projected Hall County tax rate .3732 on the <br />proposed budget that was being considered today. <br /> <br />No one else from the audience spoke in regard to the budget. County <br />Board members comments were made. <br /> <br />Rosenkotter: in regard to Public Defender budget, she does not feel was <br />settled reasonably. <br /> <br />Stelk: questioned where amount ireducecr- from Public Defender budget was <br />placed in the County budget and how line item adjustments were made. <br />She requested the $21,000 figure be returned to the Public Defender <br />budget. <br /> <br />Motion by Stelk, seconded by Rosenkotter to reinstate $21,464.64 to the <br />Public Defender budget line items and the total $218,225.00 as requested. <br />Supervisor Landis read the line items of the proposed changes. Discussion <br />followed, Stelk withdrew motion and Rosenkotter withdrew second to wait <br />for an opinion from Deputy County Attorney :J"iinulewrc-z-.-: <br /> <br />Supervisor Landis commented .... ~ -j the County Board was the only tax asking <br />enity keeping the same tax asking as last year, that she had heard of. <br /> <br />Supervisor Quandt made statements on the 2 percent increase requested for <br />budgets and all budgets were not at 2 percent increases. <br /> <br />Recessed at 11.:02 A.M. and returned to session at 11: 08 A.M. <br /> <br />Quandt made comments on Museum budget, Industrial Foundation not being at <br />2 percent increases. <br /> <br />Motion by Landis, seconded by Hartman to close the <br />County Budget. On roll call vote Hartman, Landis <br />Abernethy, Quandt, Rosenkotterand Stelk voted no. <br />4 no vote. <br /> <br />Public Hearing on the <br />and Leslie voted yes, <br />Motion failed on 3 yes <br /> <br />Motion by Quandt, seconded by Stelk to change Keno Lottery fund line item <br />2-1818 Industrial Foundation to $8300. plus 2 percent instead of $14,500. <br />budgeted, and to pay travel expenses for Baird from Reuse budget. Discussion <br />followed. On roll call vote Quandt and Stelk voted yes, Abernethy, Hartman, <br />Landis and Leslie voted no, Rosenkotter abstained. Motion failed on 2 yes, <br />4 no, 1 abstain vote. <br /> <br />Requested Ellen Merrill to send letter to Industrial Foundation to point <br />out the additional $6000.00 is for this year only. <br /> <br />Ellen Merrill presented copy of notice in regard to elevator_jn Courthouse <br />will be out of service from October 30 through December 29, i1995~: so the <br />new elevator can be installed. Requested permission to placE!nOtice in <br />newspaper. Board Members authorized to run the notice on Sundays and <br />Wednesdays for couple weeks at least. <br /> <br />Pat Hochstetler spoke in regard to Mid Plains Center, admissions and health <br />care and contract with Rivendell. Question as to when are they going to be <br />held accountable for their actions. <br />No action was taken by Board Members. <br /> <br />Deputy Attorney Janulewicz came to meeting, He gave each Board Member a <br />copy of case laws in regard to questions on amount budgeted by County <br />Board and the amount officers feel appropriate to operate their offices. <br />He gave his verbal opinion. <br /> <br />. Ellen ,Merrill reported Jack Niemoth, President of Weed Control Authority <br />~-. I <br />~a~~(had called, he was unable to come to budget hearing today, but had <br />request of 4 percent increase for office clerk and assistant since Weed <br />Superintendent had been granted 6%. Board Members agreed to hold to 2 <br />percent salary increase as granted as Superintendent-salary was adjusted <br />due to salary survey for Weed Superintendents. <br />
