<br />TORT CLAIM: Tort claim from John Boord, Jr. by his Attorney Earl D. Ahls-
<br />chwede was presented for consideration.
<br />Motion by Quandt, seconded by Abernethy to refer the Tort Claim from
<br />John Boord, Jr. to the County Attorney's Office and Insurance Company for
<br />recommendation. Abernethy, Hartman, Landis, Leslie, Long, Quandt and
<br />Stelk voted yes, none voted no. Motion carried.

<br />COURT HOUSE BOILER: Rick Stepanek, Building & Grounds Superintendent
<br />reported on the boiler in courthouse, installed in late 1940's or early
<br />1950's. He requested a 3 or 4 member committee to work with him and
<br />look at a new boiler for the courthouse. He estimated cost for boiler of
<br />$19,000.00 plus the cost for the piping. No action was taken but board
<br />members agreed a committee should be appointed to start working on project.

<br />EXECUTIVE SESSION: Motion by Abernethy, seconded by Long to hold Executive
<br />session in regard to Public Defender organization and include Pamela
<br />Lancaster in the session. Abernethy, Hartman, Landis, Leslie, Long, Quandt
<br />and Stelk voted yes, none voted no. Motion carried.
<br />EXECUTIVE SESSION AT 10:30 a.m. and returned to regular session at 11:15 a.m.

<br />Attorney Jerom Janulewicz reported on the Executive Session. Since County
<br />Board filed impasse, the Public Defender Organization has filed another
<br />complaint in the Court Industrial Relations. He recommends continuing
<br />hirrng the firm of Harding, Shultz & Downs to represent the County in Case
<br />#926 and meet with Attorney pigsley next week.
<br />Motion by Quandt, seconded by Abernethy to hire Harding firm in regard
<br />to Case #926 against Hall County. Abernethy, Hartman, Landis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.
<br />
<br />Attorney Janulewicz requested the Executive Session to discuss tax fore-
<br />closure sale for Lt 1 and Lt 6 Voss Subdivision.
<br />Motion by Landis, seconded by Quandt to hold Executive Session to discuss
<br />the Lot 1 and Lot 6 sale as requested and Pamela Lancaster welcome to stay
<br />in the session. Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk
<br />voted yes, none voted no. Motion carried.
<br />EXECUTIVE SESSION at 11:20 a.m. and returned to regular session at 11:27 a,m~
<br />on motion by Leslie, seconded by Hartman. Abernethy, Hartman, Landis,

<br />Motion by Hartman, seconded by Long to authorize Attorney Janulewicz
<br />to bid at tax foreclosure sale with bid up to $1250.00 for property dis-
<br />cussed on East Highway 30~' Abernethy, Hartman, Landis, Leslie, Long,
<br />Quandt and Stelk voted yes, none voted no. Motion carried.

<br />RESOLUTION FOR BONDS FOR COUNTY PERSONNEL: Attorney Janulewicz requested
<br />be delayed until next week agenda, until he can talk to legal counsel at
<br />NACO office for clarification.
<br />
<br />RESOLUTION #96-0074: Motion by Hartman, seconded by Abernethy to adopt
<br />Resolution #96-0074 and authorize chair to sign the interlocal agreement
<br />with NIRMA and NIRMA II insurance coverage to Hall County for 3 years.
<br />Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none
<br />voted no. Motion carried.

<br />ADDENDUM TO INTERLOCAL AGREEMENT
<br />
<br />WHEREAS, HALT.. County has previously entered into Interlocal
<br />Agreements with other Nebraska Counties to form and participate in the Nebraska
<br />Intergovernmental Risk Management Association (NIRMA) and the Nebraska
<br />Intergovernmental Risk Management Association II (NIRMA II) as authorized by the
<br />Intergovernmental Risk Management Act (Neb.Rev.Stat. 344-4301 et seq.); and
<br />
<br />WHEREAS, NIRMA and NIRMA II have provided coverages to the County
<br />which meet and exceed tliat provided by traditional insurance carriers; and
<br />
<br />WHEREAS, NIRMA and NIRMA II provide risk management services such as loss
<br />prevention, safety audits, claims and litigation management, and coverages
<br />tailored to address liability exposures a county faces not economically available
<br />from other sources; and
