<br />HALL COUNTY BOARD OF SUPERVISORS MEETING, DECEMBER 10,1996
<br />
<br />~ The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in County Board meeting room, 121 South pine, Grand
<br />Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION: Invocation was given by Supervisor Huey Long.
<br />
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given in unison.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and
<br />Tammie Stelk. None were absent.
<br />
<br />PRESENT: Present were Deputy County Attorney Jerom Janulewicz, Board
<br />Member elect Pamela Lancaster, County Assessor Janet Pelland, Register
<br />of Deeds, Jean Fisher, Public works Director Daniel Hostler, Regional
<br />Planning Director Dave Barber, Assistant City Attorney Dale Shotkoski,
<br />City Public Works Director Wayne Bennett, Mr & Mrs Dubbs, Bob Lawrey and
<br />News Media representatives Carol Bryant, Grand Island Independent and
<br />Tracy Overstreet, KRGI Radio.

<br />MINUTES NOVEMBER 26th MEETING: Motion by Abernethy, seconded by Leslie
<br />to accept minutes of November 26th meeting as received. Abernethy, Hart-
<br />man, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no.
<br />Motion carried.
<br />
<br />Joann Dubbs, 5741 Bluff Center Road, Cairo, Nebraska spoke in regard to
<br />the General Election, November 5th, on the Centura School District Board
<br />Members. She gave her account of the election in regard to error in the
<br />wrong ballots being issued for people to vote on.
<br />Discussion followed and Attorney Janulewicz stated in verbal opinion
<br />it was too late to contest the election as the filing in District Court
<br />date of 20 days after certification is past.
<br />Motion by Quandt to refer to County attorney and Secretary of State to
<br />see if another election can be held. Janulewicz stated he gave his
<br />opinion and would be no need to refer to Attorney for another opinion.
<br />Motion died for lack of second.
<br />Motion by Landis, seconded by Hartman to have County Board contact the
<br />Secretary of State and if there is chance of holding another election for
<br />the Centura School Board members. Abernethy, Hartman, Landis, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.

<br />Supervisor Hartman left room at 9:34 a.m.
<br />
<br />GARBAGE HAULING CONTRACT: Attorney Janulewicz spoke in regard to the
<br />garbage hauling contract and explained the purpose of joint bid with
<br />City of Grand Island, Grand Island School District #2, Hall County Airport
<br />Authority and Hall County facilities. Bids were opened on December 5, 1996
<br />Dale Shotkoski, Assistant City Attorney spoke, stating he was part of
<br />the committee, with Ellen Merrill Board Assistant, Representative from GI
<br />School District and representative Airport Authority. Received 4 bids and
<br />gave report on the committee meetings. Mid Nebraska Disposal, Grand Island
<br />was awarded the bid.
<br />Motion by Landis, seconded by Quandt to approve the joint Contract
<br />Agreement with City of Grand Island, Grand Island School District and the
<br />Airport Authority and authorize Chair to sign the contract agreement for
<br />Hall County. Abernethy, Landis, Leslie, Long, Quandt and Stelk voted yes,
<br />none voted no, Hartman was absent from room. Motion carried.
<br />
<br />INTERLOCALAGREEMENT AND SPECIFICATIONS FOR CITY/COUNTY GEOGRAPHIC INFOR-
<br />MATION SYSTEM: Attorney Janulewicz presented the request for proposals
<br />and each board member was given a copy of the cooperative agreement.
<br />
<br />Supervisor Hartman returned to meeting at 9:45 a.m. during GIS discussion.
<br />Supervisor Leslie, member of committee made comments in regard to the GIS
<br />proposals.
<br />Wayne Bennett, City of Grand Island Public Works Director spoke in regard
<br />to the fiber optic link or computer disks to transfer information between
<br />City and County. He estimated costs of $12,000.00. City share cable cost
<br />from City to County property line and county costs across County property only.
<br />Suggestion of receiving proposals on December 27, 1996 at the Hall County
<br />Clerk's office and must choose fiber optic link or computer disk.
<br />Motion by Leslie, seconded by Quandt to go with the fiber optical link
<br />and approve the Interlocal Agreement with City of Grand Island and the request
<br />for proposals for December 27, 1996. Abernethy, Hartman, Landis, IJeslie,
<br />Long, Quandt and Stelk voted yes, none voted no. Motion carried.
