Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk <br />voted yes, none voted no. Motion carried. <br /> <br />GATE ACROSS TOWNSHIP ROAD WEST OF DONIPHAN: Dan Hostler, Public Works Director <br />stated Mr. Tom Lauvetz, west of Doniphan, has placed a gate across Township <br />road, 4 miles west of Highway 281 on Platte River Road. Hostler requested <br />be placed on Board meeting agenda for next week. <br /> <br />DRAINAGE PROJECT ON SHADY BEND ROAD: Dan Hostler, Public Works Director <br />reported on project, He is not getting any headway in placing the drainage <br />on west side of road. Supervisor Long is to make recommendation to Public <br />Works Committee and Committee to report to County Board at later date. <br /> <br />EXECUTIVE SESSION: Motion by Quandt, seconded by Landis to hold Executive <br />Session to discuss with Attorneys the Public Defender Organization negotia- <br />tions. Abernethy, Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, <br />none voted no. Motion carrled. <br />Executive session at 9:42 a.m. with Deputy Attorney Jerom Janulewicz and <br />Deputy Attorney Mark Young. Returned to regular session at 9:59 a.m. on <br />motion by Quandt, seconded by Abernethy. Abernethy, Hartman, Landis, Leslie, <br />Long, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />10:08 A.M. PUBLIC HEARING ON 1996-1997 HALL COUNTY BUDGET. <br />County Clerk read the affidavit of publication as published in Grand Island <br />Independent on Wednesday, August 21, 1996. <br />Chair Stelk gave recognition to Probation Office who lowered their budget <br />request from last year and County Court who stayed the same as last year's <br />budget request. <br />Board Assistant Ellen Merrill, who had prepared the budget, had presented <br />written list of changes that were made at budget worksessions. <br />Supervisor Landis spoke in regard to Justice System budget, she requested <br />removing funds from Court appointed counsel lines and add a line for Special <br />prosecutor. Discussed amount to be changed. Remove total of $10,000.00 from <br />District and County Court appointed counsel line and place for special prose- <br />cutor line. <br />Supervisor Stelk requested the CASA funding be placed in court budget <br />instead of in Keno budget. Discussion, Landis and Hartman opposed the trans- <br />fer. <br />PUBLIC PARTICIPATION: There were 12 to 15 people present during the <br />budget hearing. Speaking were: Denzel Busick, 3027 Brentwood Place, <br />Grand Island spoke in regard to the proposed Public Defender's budget. He <br />requested County Board to fund an additional staff person in the office and <br />gave reasons. <br />Carol Scott, 112! E 3rd, Grand Island, representing the Salvation Army. <br />Charles Stracuzzi, 706 Grand Ave, Advisory Board member of the Salvation <br />Army. <br />No other from audience spoke in regard to the budget proposed. <br />Supervisor Abernethy spoke in regard to County Treasurer's budget, Clerk of <br />District Court budget and Veterans Service Officer salary. No action was <br />taken on any suggestions given. <br />Supervisor Quandt requested $10,000.00 be placed in budget for Hall County <br />for Economic Development for County use. He suggested removing $10,000.00 <br />
