<br />r~F-~~3 <br /> <br />;I- <br /> <br />... <br /> <br />ATIEST: <br /> <br />~~OJ~ <br />COUNT LERK . <br /> <br /> <br />WATER PROBLEM-HALL/HOWARD COUNTY LINE: Discussion with Kenneth Moore in <br />regard to the water problem at the Howard/Hall County line, He asked for a <br />ditch to be extended past his property. <br />Motion by Quandt, seconded by Leslie to refer to Public Works Committee <br />for recommendation in two weeks. Abernethy, Hartman, Landis, Leslie, <br />Long, Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />PUBLIC PARTICIPATION: NONE <br /> <br />COURTHOUSE ELECTRICAL PROJECT: Rick Stepanek, Building & Grounds Superin- <br />tendent spoke in regard to the wiring and blowing of fuses due to overload. <br />He requested placing project for bids to do the work for Social Services, <br />Courthouse and Old Jail Section. He requested implementing the first phase <br />of plan as soon as possible. Estimated cost $65,000 to $70,000. <br />Attorney Janulewicz stated it is an emergency they could waive the bid- <br />ding process and get the work done immediately. <br />Motion by Landis, seconded by Abernethy to declare project an emergency, <br />waive the bidding process and move on the project at once. To be paid from <br />the Inheritance Fund. Abernethy, Hartman, Landis, Leslie, Long, Quandt, <br />and Stelk voted yes, none voted no. Motion carried. <br /> <br />COMMUNICATIONS: Discusstion on #9 Mid Nebraska Individual Services news- <br />letter. #10 Central Platte NRD Board meeting minutes, #12 Grand Island- <br />Hall County Board of Health minutes from meetings of June 4, June 18, and <br />May 7, 1996. #13 Central Nebraska Community Services Governing Board <br />Meeting June 18, 1996. Supervisor Landis stated her term on CNCS Board is <br />up October 1996 and wishes some other County Board Member be appointed to the <br />CNCS Board. <br />Motion by Quandt, seconded by Hartman to refer to County Attorney's <br />Office the question on Board of Health Meetings be advertised. Abernethy, <br />Hartman, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. <br />Motion carried. <br /> <br />COUNTY BOARD ASSISTANT REPORT: Ellen Merrill gave weekly update progress <br />report. She stated there were maps attached to the Natural Resource Dist- <br />rict letter and those are in her office if anyone wishes to review them. <br />Merrill gave a written report on proposals received for study of the Crim- <br />inal Justice/court system costs. Supervisor Landis requested this be placed <br />on agenda for County Board work study session for afternoon of July 9, 1996. <br /> <br />COUNTY BOARD MEMBER REPORTS AND COMMITTEE REPORTS: <br /> <br />Quandt - none <br /> <br />Landis - reported on the Reuse Sub Committee meeting with Merrick County <br />Supervisors, the Conditional Use Permit Committee meeting and read the <br />following written report. <br /> <br />The Conditional Use Permit Committee recommends that the Hall <br />County Board of Supervisors ask the Regional Planning Commission <br />to amend the "Hall County Zoning Resolution" as follows: <br /> <br />1. to add "Home Occupations" to the list of "Permitted <br />Accessory Uses" for which conditional use permits may be <br />applied in agricultural zones <br /> <br />2. replace Section e) of the Home Occupations regulation which <br />currently states, "There shall be no sales in connection <br />with such home occupation;" with "There shall be no contact <br />at the premises with customers or clients other than by <br />telephone or mail, except that music lessons may be given <br />to one pupil at a time, and cultural, art, or dance <br />instruction may be given to four pupils at one time;". <br />
