<br />f /;;:... ~.:( :lJ <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, JULY 2, 1996 <br /> <br />~ The Hall County Board of Sup~rvisors met at 9:00 a.m. from adjourned session <br />and by published call in the County Board Meeting Room, Administration <br />Building, 121 S. Pine, Grand Island <br /> <br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk. <br /> <br />INVOCATION: Invocation was given by Rev Richard Urbach, Faith United <br />Methodist Church, Grand Island. <br /> <br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given. <br /> <br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman, <br />Margaret Landis, Robert Leslie, Huey Long, Gary Quandt and <br />Tammie Stelk. None were absent. <br /> <br />COUNTY ATTORNEY: Deputy Attorney Jerom Janulewicz was present. <br /> <br />\ <br />MINUTES OF JUNE 25th MEETING: Motion by Abernethy, seconded by Leslie <br />to accept as received the minutes of Board of Supervisors meeting and <br />the Board of Equalization meeting and on general consent to <br />accept gll commmunications received and place on file, but to discuss <br />#9, #10, #12 and #13. Abernethy, Landis, Leslie, Long and Stelk voted <br />yes, Hartman and Quandt voted no. Motion carried. <br /> <br />INTRODUCTION: Chairman Stelk introduced the Regional Planning Director <br />David Barber, who began his duties July 1, 1996, from <br />Edmonton, Canada. Mr Barber spoke briefly with the Board <br />members. <br /> <br />DEPUTY ATTORNEY: Deputy Attorney Jerom Janulewicz presented a written <br />opinion on the development of policy for appointments to various boards <br />whose members are appointed by the County Board. <br /> <br />RESOLUTION IN REGARD TO CAAP WATER PROJECT: <br />the resolution and answered questions. <br />Motion by Quandt, seconded by Hartman to adopt Resolution #96-0040 to <br />discharge water into platte River as originally planned. Abernethy, Hart- <br />man, Landis, Leslie, Long, Quandt and Stelk voted yes, none voted no. Motion <br />carried. <br /> <br />Attorney Janulewicz explained <br /> <br />RESOLUfION #96- tJ ~ ~O <br /> <br />WHEREAS, the presence of groundwater contaminated by RDX and other compounds as a result of the <br />production of munitions at the site of the Comhusker Army Ammunition Plant is a grave concern of the <br />Hall County Board of Supervisors~ and <br /> <br />WHEREAS, the United States Army Environmental Office and the Army Corps of Engineers recently <br />amended their proposed groundwater clecontamination plan by changing the proposed treated water <br />discharge site from the Platte River to Silver Creek~ and <br /> <br />WHEREAS, the Hall County Board of Supervisors is gravely concerned that the proposal to discharge <br />said water into Silver Creek was made without due and proper consideration and study of the effects such <br />discharge would have on ground water levels in the area or of the effects of winter time freezing of the <br />stream flo\v, and <br /> <br />WHEREAS, the discharge of treated water into Silver Creek cannot and should not be supported without a <br />proper study and analysis of the effects of the discharge upon the environment including an a <br />determination whether such discharge would endanger persons or impair or endanger property, including <br />agricultural property in eastern Hall and Merrick Counties. <br /> <br />THEREFORE, BE IT RESOLVED by the Hall County Board of Supervisors that the Board strongly <br />supports the original proposal to clean groundwater in the contaminated plume area and to discharge the <br />treated water into the Platte River. It is further resolved that the Hall County Board of Supervisors <br />strongly opposes modifications of the original plan which would reduce the area of groundwater to be <br />cleaned or which would result in water discharge into Silver Creek. <br /> <br />Passed and approved this ~ of July, 1996. <br /> <br /> <br />HALL COUNTY BOARD OF SUPERVISORS <br /> <br />'1: .
