<br />Supervisor Quandt spoke in regard to new industry for Hall County. He
<br />requested County Board offer invitation to Heartland Fibers to locate In
<br />Hall County.
<br />Supervisor Hartman reported on his phone calls to the company, they are
<br />locating in Kearney.
<br />Motion by Quandt, seconded by Hartman to send Heartland Fibers a letter
<br />of invitation to consider locating in Hall County. Abernethy, Hartman,
<br />Leslie, Long, Quandt and Stelk voted yes, none voted no, with Landis absent.
<br />Motion carried.
<br />
<br />Andy Baird, Grand Island Industrial Foundation spoke in regard to Heartland
<br />Fibers and also the water situation and working with the Army.
<br />
<br />MID PLAINS CENTER RECOMMENDATION OF CHILDREN'S VILLAGE CONTRACT:
<br />Rodney Bass and Tom Cook from Mid Plains Center were present and presented
<br />Emergency Foster Care fact sheet and answered questions from board members.
<br />Supervisor Abernethy stated we have received no quarterly report, and she
<br />would like information as to staff and programs at the Center.
<br />Attachment IrA" presented to board members is to be attached to the present
<br />contract.
<br />Motion by Quandt, seconded by Leslie to refer to County Attorney for
<br />opinion and place on next week's agenda. Abernethy, Hartman, Leslie,
<br />Long, Quandt and Stelk voted yes, none voted no, with Landis absent. Motion
<br />carried.
<br />
<br />DRAINAGE PROBLEM AT AIRPORT: Russ Johnson, Airport Manager spoke in regard
<br />to the drainage problem and showed map of area involved.
<br />Board members had received a fax letter from Jim Eriksen, Natural Resource
<br />District in regard to survey on west side of Sky Park Road between Section
<br />34 & 35-l2N....9W.
<br />Supervisor Hartman, chairman of Public Works Committee will set up a
<br />committee meeting within next 2 weeks.
<br />Motion by Quandt, seconded by Abernethy to refer matter to Public Works
<br />Committee for recommendation. Abernethy, Hartman, Leslie, Long, Quandt,
<br />and Stelk voted yes, none voted no, with Landis absent. Motion carried.

<br />Motion by Abernethy, seconded by Leslie to hold Board of Corrections meeting.
<br />Abernethy, Hartman, Leslie, Quandt and Stelk voted yes, none voted no, Long
<br />abstained and Landis absent. Motion carried.

<br />PUBLIC DEFENDER REQUEST FOR COPY MACHINE: reeceived letter from Public
<br />Defender Gerard piccolo requesting the purchase of new copy machine for his
<br />office. Recommended the Konico 3135 from Business World Products of Hastings
<br />and the funds be authorized in 1996-1997 fiscal year budget.
<br />Motion by Abernethy, seconded by Long, to have Public Defender submit
<br />bill for the new copy machine to be paid from Miscellaneous, 1995-1996
<br />miscellaneous general budget. Abernethy, Leslie, Long & Stelk voted yes,
<br />Quandt and Hartman voted no, with Landis absent. Motion carried.

<br />Motion by Abernethy, seconded by Leslie to accept and place on file the
<br />Stuhr Museum of prairie pioneer annual report and to encourage public to
<br />come in and review the report. Abernethy, Hartman, Leslie, Long, Quandt,
<br />and Stelk voted yes, none voted no, with Landis absent. Motion carried.
<br />
<br />Supervisor Hartman asked Leslie to check about the Nursing Homes taking bus
<br />load of residents to stuhr Museum be allowed to attend free of charge.
<br />
<br />BANK OF VOLUNTEERS; Discussion on the bank of volunteers for various board
<br />appointments on file. Quandt made statements in regard to appointments and
<br />need to advertise for each vacancy on boards. Abernethy suggested running
<br />the ad again to bring list up to date.
<br />Motion by Quandt to advertise for each position and set up interviews
<br />for each applicants. Motion failed for lack of second.
<br />Motion by Hartman, seconded by Leslie to bring applicants for interviews
<br />that have already applied for the bank of volunteers and make recommendation
<br />to the Board with vacancy of the County Board choice. To also interview the
<br />present members requesting reappointments. Hartman and Quandt voted yes,
<br />Abernethy, Leslie, Long and Stelk voted no, with Landis absent. Motion
<br />failed.
<br />Motion by Abernethy, seconded by Hartman the board with vacancy make
<br />recommendation of 2 or 3 applicants and the County Board to interview if
<br />we want to before making appointment. Following discussion motion and
<br />second was withdrawn.
<br />Determined to place on agenda for next week's meeting and have County
<br />Attorney opinion on how vacancy are filled.
