<br />HALL COUNTY BOARD OF SUPERVISOR MEETING, JUNE 18, 1996

<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in the County Board Meeting Room, Administration
<br />Building, 121 S. Pine, Grand Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Tammie Stelk.
<br />
<br />INVOCATION:
<br />
<br />Rev. Leroy Buford of the Grand Island Church of God.
<br />
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Richard Hartman,
<br />Robert Leslie, Gary Quandt, H. T. Long and Tammie Stelk. Absent was
<br />Margaret Landis.
<br />
<br />MINUTES OF JUNE 11th MEETING: Motion by Abernethy, seconded by Leslie
<br />to accept minutes of June 11th meeting and by general consent accept and
<br />place on file County Office reports from Clerk of District Court, Register
<br />of Deeds and Health Department and Communications #1, #2 and #11, others to
<br />be held for discussion. Abernethy, Hartman, Leslie, Quandt and Stelk voted
<br />yes, none voted no, Long abstained and Landis absent. Motion carried.
<br />
<br />CHAIRMAN: Chairman Stelk welcomed Huey Long, recently appointed Supervisor
<br />for District #5 to the County Board. Also stated Past Board member Bernard
<br />Crick had died and asked for moment of silence in his memory.
<br />
<br />COUNTY ATTORNEY: Deputy Attorney Jerom Janulewicz and Deputy Attorney Mark
<br />Young were present.
<br />Attorney Janulewicz updated the board members on the Petition of the
<br />Hall County Public Defenders Organization vs County of Hall and Hall County
<br />Board of Supervisors, which is before the Nebraska Commission of Industrial
<br />Relations.
<br />Motion by Quandt, seconded by Hartman to hold Executive Session to
<br />discuss the litigation strategy for Public Defenders Organization. Aber-
<br />nethy, Hartman, Leslie, Quandt and Stelk voted yes, Long voted no, with
<br />Landis absent. Motion carried.
<br />
<br />EXECUTIVE SESSION: at 9:17 a.m. with Attorney Janulewicz and Young present.
<br />Motion by Quandt, seconded by Hartman to return to regular Board of Super-
<br />visor session. Abernethy, Hartman, Leslie, Quandt and Stelk voted yes,
<br />none voted no, Long abstained and Landis was absent. Motion carried.

<br />RETURNED TO REGULAR SESSION AT 9:29 A.M.

<br />Motion by Quandt, seconded by Hartman to hire Attorney Jerry Pigsley to
<br />continue representation for Hall County in the Public Defenders Organization
<br />cases. Abernethy, Hartman, Leslie, Long and Quandt voted yes, Stelk voted
<br />no, with Landis absent. Motion carried.
<br />
<br />Supervisor Quandt asked Attorney Janulewicz if it was legal to do background
<br />and criminal background checks on hiring of new employees for Hall County.
<br />Janulewicz will check this question out.
<br />
<br />Supervisor Abernethy asked Attorney Janulewicz about the recent court case
<br />on the Property Tax Valuations appeal which Hall County lost. Discussion
<br />followed.
<br />
<br />DISPOSAL OF OLD TELEPHONES: Howard Maxon, Communications/Civil Defense
<br />Director spoke in regard to four proposals sent out and one proposal was
<br />received for purchase of old phones from Public Defender's office and other
<br />excess phones Hall County had. Received proposal from Ackman Electronics
<br />Grand Island for $375.00 Maxon recommended accepting the proposal from
<br />Ackman Electronics.
<br />Motion by Quandt, seconded by Hartman to accept proposal from Ackman
<br />Electronics for $375.00 for surplus telephone equipment. Abernethy, Hart-
<br />man, Leslie, Long, Quandt and Stelk voted yes, none voted no, with Landis
<br />absent. Motion carried.
<br />
<br />ENGINEERING AGREEMENT: Between Hall County and Rockwell & Associates
<br />Engineering & Surveying, Grand Island for Projects C-40(75)-3, l-R Road
<br />2 miles; C-40(281) Hilltop Road 1 mile; C-40(282) Cedarview Road, 1 mile;
<br />and C-40(258) Capital Avenue twin 8'x3'x40' concrete box culvert.
<br />Motion by Hartman, seconded by Abernethy to approve engineering agreement
<br />and authorize chair to sign. Abernethy, Hartman, Leslie, Long, Quandt and
<br />Stelk voted yes, none voted no, with Landis absent. Motion carried.
