the dollars to their budget so we would be without public transportation. The County has been
generous to cover for the additional 15 months. The inter-local agreement requires that the city
cover the matching funds. She stated that they have met with outlying communities and we will
cover them. Senior Citizens will continue to apply for the transit dollars with the matching funds
from the city.
Chad Nabity stated that the state funds are still available and the urban transit dollars have to
be spent in 6 years. This will be an opportuniry for the county to enhance the rural
transportation for Hall County. The County has to match at 25% and the City has to match at
20%. This agreement allows public transportation to continue even if the funding is available
the match dollars also have to be available. The state worked with the City and the County and
they are pleased with the outcome.
Quandt made a motion and Schuppan seconded to approve the interlocal agreement and
authorize the Chair to sign. Amold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola
all voted yes and none voted no. Mr. Zitterkopf requested that 2 copies be signed and delivered
to the City for their approval at the meeting tonight. Ms. Conley stated that she will deliver the
agreements to the City.
5. DISCUSS AND APPROVE HALL COUNTY PARK POLICY REGARDING THE CAMPING
SEWAGE AND RINSE STATION -The facilities committee met and discussed this issue. Mr.
Humphrey stated that they have a lot of people that just use the dump station at the Hall County
Park and do not camp there. If people just use the dump and rinse station and do not pay any I
fee.
Lancaster noted that if they camp there they use the dump station but it is included in the
camping fee so if they come to the park and use the station discussion was held to make the fee
the same. There was concern because there is annual maintenance and the pumps do go bad
and have to be repaired or replaced.
Mr. Quandt stated that they had 2 pumps fail and they cost$2,500.00 each. They need to have
some control on the use. The committee is recommending setting the fee for the dump station
the same as the camping fee.
Lancaster stated that they could use some type of key system to access the dump station. Mr.
Purdy added they he would like to see them keep tract of number of people that use the dump
station only. Mr. Schuppan stated that they could use some signage to notify people.
McFarland made a motion and Ziola seconded to approve the $20.00 dumping fee for the Hall
County Park.
Mr. Zittericopf requested to address this issue. He stated that he does not own a camping trailer
and is not aware of where the dump stations are located but as a taxpayer he has concerns that
Hall County is not in the sewage business and when people are using the dump station we as
the tax payers are bearing the costs. Dumping should not be allowed.
This was discussed in length by the committee and Mr. Purdy and Mr. Quandt would Iike to see
the fees increased. Mr. McFarland stated he would like to set the fee.
Mr. Arnold stated that he is concerned that if this fee is the same as the camping fees it would
tie up a camping site. He would like to see the fee set lower than the camping fee. Mr. Quandt
3
