9:05 a.m. Held a Board of Equalization meeting <br /> 9:10 a.m. Returned to the regular meeting <br /> PUBLIC PARTICIPATION —Chairman Lancaster called for public participation and no one <br /> responded. <br /> 4. COUNTYATTORNEY—A. CONSIDER TERMINATION OF THE KROEGER FARM LEASE <br /> AND AUTHORIZE BOARD CHAIRMAN TO SIGN TERMINATION LETTER— Deputy County <br /> Attorney Jack Zitterkopf stated that this property had been leased by the Kroegers for a number <br /> of years on a cash basis and the property is now assessable to the public so the status has <br /> changed. A legal notice will be delivered to the Krueger's before September 1, 2013 that the <br /> lease will terminate in February. Later this fall the board can make arrangements to take formal <br /> bids from the public to lease the property. <br /> Schuppan questioned if the board should determine when they want to start this process. They <br /> would probably advertise for a lease on the property to be available March 1s` Discussion was <br /> held and they determined to start the process November 151. Mr. Zitterkopf will come back with <br /> a time line for the board to follow. Because of the mail time issue the notice will be delivered by <br /> hand to Mr. Kroeger and Mr. Zitterkopf advised Mr. Schuppan to make notes when he delivers <br /> the letters and submit a committee report at the next meeting. <br /> Ziola made a motion and Arnold seconded to terminate the Kroeger lease and authorize the <br /> board chair to sig� the notice of termination. Arnold, Lancaster, McFarland, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no. <br /> 46 DISCUSSION OF TERMS OF PROPOSED ADDENDUM TO THE COUNTY'S LEASE WITH <br /> UNITED VETERAN'S INC. AND POSSIBLE ACTION TO AUTHORIZE CHAIRMAN TO <br /> EXECUTE ADDENDUM ON BEHALF OF THE COUNTY OF HALL - Mr. Zitterkopf stated that <br /> Hall County has maintained a lease with the United Veteran's Inc. for the property, baseball <br /> fields and the memorial park, but the lease does not require that any liability or casualty <br /> insurance is provided. The lease started in 1975 and if it were terminated it would become the <br /> property of Hall County. The addendum will add this requirement and also includes a hold <br /> harmless agreement. , <br /> McFarland made a motion and Purdy seconded to approve the addendum to the county's lease � <br /> with United Veterans Inc. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola <br /> all voted yes and none voted no. Mr. Quandt will make sure that the copies are delivered and <br /> signed. <br /> 4C CONSIDERATION OF PROPOSED INTERLOCAL AGREEMENT BETWEEN THE <br /> COUNTY OF HALL AND THE CITY OF GRAND ISLAND FOR TRANSIT SERVICE & <br /> AUTHORIZATION FOR THE BOARD CHAIRMAN TO SIGN THE SAME — Mr. Zitterkopf stated <br /> that because of the metropolitan status of Grand Island Hall County will receive the subsidy for <br /> rural transit dollars and the City will need to make application of urban transit dollars. This is a <br /> transition agreement that the County will continue to operate the program through Senior <br /> Citizens but the city will provide the match funds. This is a 15 month agreement because of the <br /> differences in the county's fiscal year and the city's fiscal year. <br /> Schuppan questioned why the city had not applied and Lancaster stated that they did not add <br /> 2 <br />
