<br />WHEREAS, 3,510 children were involved in substantiated cases
<br />of abuse and neglect through the Nebraska Department of Social
<br />Services in 1995; and '
<br />
<br />WHEREAS, Nebraska and Hall County are committed to
<br />supporting families through programs that will prevent child
<br />abuse and neglect; and
<br />
<br />WHEREAS, there are numerous dedicated individuals and
<br />organizations in Hall County who work daily to break the cycle of
<br />child abuse and neglect and to find families the assistance that
<br />they need; and'
<br />
<br />WHEREAS, every child has a right to live rather than to
<br />exist, to be a person rather than a possession, and to be equal
<br />with every other human being, regardless of age; and
<br />
<br />WHEREAS, all children deserve loving hugs, warm homes, and
<br />tender care from parents and adults who make them feel safe,
<br />happy, and loved; and
<br />
<br />WHEREAS, child abuse prevention is a community problem and
<br />. finding solutions depends on involvement among people throughout
<br />the community; and
<br />
<br />WHEREAS, statistics of children who are abused and neglected
<br />escalate each year; and
<br />
<br />WHEREAS, the effects of child abuse are felt by whole
<br />communities, and need to be addressed by the entire community;
<br />and
<br />
<br />WHEREAS, effective child abuse prevention programs succeed
<br />because of partnerships created among social service agencies,
<br />schools, religious organizations, law enforcement agencies, and
<br />the business community; and
<br />
<br />WHEREAS, youth-serving prevention programs offer positive
<br />alternatives for young people and encourage youth to develop
<br />strong ties to their community; and
