The issue was discussed. <br />Landis proposed that a percentage of the keno proceeds be used <br />for direct property tax relief. Landis moved and Rosenkotter <br />seconded a motion to direct Janulewicz and Merrill to come in <br />with a rough draft on how organizations can apply for keno funds <br />and what percentage should go to property tax relief. Quandt, <br />Landis, Hartman, Stelk, Leslie, Abernethy, and Rosenkotter voted <br />yes and none voted no. Motion carried. <br /> <br />BOARD MEMBERS' REPORTS: Quandt said he attended the weed <br />Authority meeting last night. Landis had no report. Hartman <br />said he attended the Weed Authority meeting last night and will <br />attend the Health Board meeting tonight. Rosenkotter said she <br />attended the Economic Development Corporation meeting, sat in for <br />Stelk at the Criminal Justice Committee meeting, and attended the <br />Parliamentarian Association meeting. She said there will be <br />another parliamentarian meeting at 1:00 p.m. on April 20 in the <br />Grand Island Library. Abernethy said she attended the Criminal <br />Justice Committee meeting with representatives of the judges, law <br />enforcement, the County Attorney's office, the Probation office, <br />CASA, Boys Town, the Mid-Plains Center for Professional Services, <br />the Boys and Girls Homes, and the Crime Commission to discuss <br />staff secure juvenile facilities. Leslie said he attended that <br />Criminal Justice Committee meeting and another regarding a grant <br />the Sheriff proposed to fund a deputy position but this will be <br />held back until the next budget year. Stelk said she attended <br />the Parliamentarians Association meeting, the Solid Waste Agency <br />meeting last night, and the weed Authority meeting. <br /> <br />UNFINISHED BUSINESS: Hostler recommended the board accept the <br />following low bids: Project #1 from Hooker Brothers Incorporated <br />for $18,219.00; Project #2 from Lilley Sand and Gravel for <br />$22,272.00; Project #3 from Bruner Sand and Gravel for <br />$28,655.00; Project #4 from Lilley Sand and Gravel for <br />$21,790.00; and all the pit prices so his staff can haul gravel <br />from the closest one. He recommended the chair be authorized to <br />sign the contracts. Hartman moved and Landis seconded the motion <br />to accept the low bids and pit prices. Hostler said last year <br />the average gravel price was $4.77 per cubic yard and this year <br />it's $4.80 per cubic yard. Landis said she will abstain due to a <br />possible conflict of interest because she has a sandpit. Quandt, <br />Hartman, Stelk, Leslie, Abernethy, and Rosenkotter voted yes, <br />none voted no, and Landis abstained. Motion carried. <br /> <br />Hartman moved and Abernethy seconded the motion to authorize the <br />chair to sign the Rockwell agreement which was approved earlier <br />in the meeting. Quandt, Landis, Hartman, Stelk, Leslie, <br />Abernethy, and Rosenkotter voted yes and none voted no.
